About The Position

The Part-Time Deputy Emergency Management Agency (EMA) Director assists the EMA Director in coordinating and administering county emergency management, disaster preparedness, mitigation, response, recovery, and emergency medical coordination activities. The Deputy Director supports planning, training, emergency operations, grant administration, and interagency coordination efforts in accordance with Indiana Code Title 10 and Indiana Code Title 16. The Deputy Director may serve as acting EMA Director in the absence of the Director and participates in emergency response operations, Emergency Operations Center (EOC) activations, and disaster recovery activities.

Requirements

  • Knowledge of emergency preparedness, disaster response, and public safety operations.
  • Ability to communicate effectively with public officials, emergency responders, and the public.
  • Ability to maintain confidential and sensitive information.
  • Ability to work independently and under stressful emergency conditions.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to learn and apply FEMA, IDHS, NIMS, and ICS requirements.
  • High school diploma or equivalent required.
  • Valid Indiana driver’s license.
  • Ability to pass required background checks.

Nice To Haves

  • Associate or bachelor’s degree in emergency management, public safety, homeland security, healthcare administration, or related field preferred.
  • Experience in emergency management, fire service, EMS, law enforcement, public safety, military service, or related field preferred.
  • FEMA ICS/NIMS certifications preferred or ability to obtain within established timeframe.

Responsibilities

  • Assist with the development, implementation, and maintenance of county emergency operations plans, hazard mitigation plans, continuity plans, and emergency procedures.
  • Support county preparedness, response, mitigation, and recovery operations for natural, technological, and human-caused disasters.
  • Assist in coordinating Emergency Operations Center (EOC) activities during emergencies and disaster events.
  • Participate in emergency planning meetings, trainings, drills, and exercises.
  • Assist with emergency notification and communication systems.
  • Coordinate and maintain working relationships with local emergency response agencies, public health agencies, schools, healthcare providers, volunteer organizations, and neighboring jurisdictions.
  • Assist with coordination between county government and the Indiana Department of Homeland Security (IDHS), FEMA, and other state and federal agencies.
  • Support mutual aid coordination and resource management activities.
  • Assist with countywide EMS preparedness planning and emergency medical coordination efforts.
  • Support coordination of EMS communications, emergency response planning, and mass casualty preparedness activities.
  • Promote public preparedness education related to emergency response and public safety.
  • Assist with organizing and conducting emergency management training programs and disaster exercises.
  • Maintain records of training, exercises, certifications, and emergency preparedness documentation.
  • Support public education and outreach initiatives regarding emergency preparedness and disaster response.
  • Assist with grant administration, documentation, reporting, and reimbursement processes.
  • Maintain emergency management records, inventories, and operational files.
  • Assist with budget tracking and departmental reporting requirements.
  • Support development and maintenance of resource databases and contact lists.
  • Respond to emergency incidents and disasters as needed.
  • Participate in on-call emergency response rotations as assigned.
  • Assist with damage assessments, shelter coordination, resource deployment, and recovery operations.
  • Serve as acting EMA Director during absences or emergency activations when delegated.
