About The Position

The Policy, Programme and Intergovernmental Division (PPID) at UN Women provides global support to UN Women offices to achieve results aligned with the Strategic Plan 2022-2025 and internationally agreed goals on gender equality. The Division focuses on normative support, policy analysis, gender mainstreaming, innovation, and knowledge management. The Intergovernmental Support Section within PPID leads UN-Women’s strategic engagement with intergovernmental bodies to strengthen global norms, policies, and standards for gender equality. The Intergovernmental Specialist, under the guidance of the Chief of the Intergovernmental Support Section, will lead UN Women’s substantive engagement with Member States and stakeholders to advance gender perspectives in intergovernmental processes, particularly concerning sustainable development, small island developing states, climate change, biodiversity, and other environmental issues. The role involves independent professional judgment in developing engagement strategies and policy positions, with consultation on sensitive matters.

Requirements

  • A minimum of seven years of progressively responsible experience in providing analysis and policy guidance on issues related to sustainable development, climate change, biodiversity and other environmental issues.
  • Experience with a UN organization highly desirable.
  • Experience in supporting or participating in intergovernmental negotiations or multilateral processes is required.
  • Experience in integrating gender perspectives into policy analysis or intergovernmental processes is required.
  • Demonstrated experience in drafting policy papers, briefing notes, or inputs to intergovernmental documents is required.
  • Fluency in English is required.

Nice To Haves

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Fluency in French is desirable.
  • Knowledge of another official UN language is an asset (Arabic, Chinese, Russian or Spanish).
  • Experience in building and managing partnerships with government delegations, international organizations, or civil society in a multilateral setting is desirable.
  • Experience in supporting intergovernmental bodies such as the General Assembly, ECOSOC, SIDS PoA, CSW, UNFCCC COP, UNCCD COP or CBD COP is desirable.

Responsibilities

  • Provide substantive and technical support to the Intergovernmental Support Section’s engagement with intergovernmental processes, focusing on sustainable development, climate change, biodiversity, other environmental issues, and small island developing states.
  • Develop engagement strategies and activities to guide UN Women’s work in specific intergovernmental processes and events to advance the global normative framework for gender equality.
  • Engage in intergovernmental meetings and negotiations, identify key messages on gender equality issues, propose action points for UN Women, and undertake follow-up.
  • Liaise and coordinate with the Secretariats of relevant intergovernmental bodies to ensure gender equality issues are mainstreamed in their work and negotiated outcomes.
  • Lead research and analysis on gender perspectives in sustainable development, climate change, biodiversity, other environmental issues, and small island developing states.
  • Monitor policy approaches and intergovernmental debates regarding gender perspectives in sustainable development, climate change, biodiversity, other environmental issues, and small island developing states.
  • Undertake analysis of selected policy areas in intergovernmental processes and their implications for gender equality and the empowerment of women and girls.
  • Draft substantive papers, background and briefing notes, talking points, key messages, and provide policy inputs to Secretary-General reports, ensuring gender-responsive content.
  • Strengthen partnerships with Member States, international organizations, civil society organizations, and other stakeholders, with a focus on sustainable development, climate change, biodiversity, other environmental issues, and small island developing states.
  • Build and strengthen relationships and informal networks with Member States and other stakeholders.
  • Build partnerships with UN entities and other organizations for the promotion of gender equality and the empowerment of women and girls.
  • Organize and participate in inter-agency and expert group meetings focused on sustainable development, climate change, biodiversity, other environmental issues, and small island developing states.
  • Organize panel discussions, side events, briefings, stakeholder events, and other alliance-building activities.
  • Provide technical inputs for information dissemination through UN Women’s website and social media.
  • Contribute to the strategic coherence and operational effectiveness of the Intergovernmental Support Section.
  • Collaborate with colleagues at Headquarters and in Regional and Country Offices on linkages between normative, coordination, and operational issues.
  • Advise field offices on integrating intergovernmental outcomes into country-level programming.
  • Provide substantive inputs to internal monitoring and reporting processes within the framework of the UN Women Strategic Plan and Strategic Framework.
  • Oversee the development of UN Women internet and intranet content on sustainable development, climate change, biodiversity, and other environmental issues.
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
