About The Position

The incumbent of this position is the Mississippi Valley Division (MVD) technical authority for the Levee Safety Program activities in the six districts of the MVD. Serves as the technical expert advising and directing all phases of the program. The duty location will be determined upon selection and can be at any of the 6 Districts listed above within MVD. Not eligible for full time telework.

Requirements

  • This position requires the incumbent to travel at least 25% of the time.
  • Position requires Professional Engineer or Geologist Registration/License.

  • One year of specialized experience which includes providing technical guidance on levee safety program matters; developing or implementing quality assurance plans for levee safety products; resolving complex technical issues related to levee safety engineering; and coordinating with internal and external stakeholders on engineering projects and policies.

  • You will be evaluated on the basis of your level of competency in the following areas: Quality Management Safety Management Technical Competence
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
  • If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

Responsibilities

  • Serves as a consultant to districts for the quality control review of the Levee Safety Program features of projects.
  • Develops, implements, and provides oversight of the Division's Quality Assurance Plan (QAP) for levee safety products.
  • Investigates Levee Safety Program problems, determines action needed to correct deficiencies.
  • Develops innovative applications or new techniques for project designs and resolves complex or conflicting technical and policy issues.
  • Interprets and disseminates policies, regulations, and criteria for the Levee Safety Program set by HQ USACE to ensure proper implementation across the division.
  • Investigates Levee Safety Program problems, determines actions needed to correct deficiencies, and provides guidance on engineering staffing and organization to ensure program integrity.
