About The Position

This role involves working with State agencies and organizations to enhance cross-system collaboration and implement integrated service delivery policies. The position is responsible for project development, research, program evaluation, and fiscal and policy analysis related to human service programs. It also includes initiating, planning, coordinating, and reviewing information, educational, and community relations programs. The role serves as a key communication liaison, representing multiple state departments in interactions with state, local, public, and media officials. Additionally, this role will oversee enterprise-wide financial operations for ETSS, including budgeting, forecasting, rate development, cost allocation, chargeback processes, financial reporting, and compliance. The individual will act as the financial lead for the division’s Cloud FinOps framework, ensuring efficient management of cloud expenditures across State agencies.

Requirements

  • A thorough knowledge of the principles, practices and techniques of projects management related to developing interdepartmental programs and services.
  • A thorough knowledge of planning, budgeting and evaluation process and the ability to apply them in a human service system.
  • A thorough knowledge of practices, procedures and protocols for press relations.
  • The ability to research and prepare reports and recommendations for dissemination of policy information.
  • A working knowledge of computers and communication technology.
  • A thorough knowledge of, and the ability to, evaluate the attitudes and reactions of interested and affected groups and their demands and needs for information about the department's programs and objectives.
  • The ability to communicate effectively with a variety of constituents, state officials and the general public.
  • Possession of a Master's Degree in Public Administration, Business Administration or a related field.
  • Considerable employment in a highly responsible position involving responsibility for the research, fiscal analysis and policy development and dissemination of information.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Knowledge of governmental accounting principles, budgeting, and enterprise financial systems.
  • Ability to perform complex financial modeling and rate development.
  • Ability to analyze and interpret financial data, prepare reports, and present findings clearly.
  • Ability to coordinate with internal and external stakeholders and maintain effective working relationships.
  • Ability to plan, prioritize, and manage multiple assignments.
  • Must undergo a national fingerprint background screening.
  • Must have employment eligibility validated through E-Verify.

Nice To Haves

  • Knowledge of cloud financial management (FinOps) or willingness to learn.
  • Bachelor’s degree in finance, accounting, business, public administration, or related field.
  • At least five years of financial management experience.
  • Experience in IT finance, ISF rate structures, and public sector budgeting.
  • Experience with cloud billing/FinOps tools and AWS/Azure cost management.
  • Professional certifications (FinOps Practitioner, CPA, CMA, PMP).

Responsibilities

  • Work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated service organization and delivery policies.
  • Be responsible for special project development authorized and delegated by a director.
  • Perform research, fiscal and policy analysis on various issues affecting consumers of human service programs.
  • Serve in a highly responsible communications capacity representing a number of state departments in their contact with state, local, public and media officials.
  • Perform complex program analysis and evaluation of departmental services.
  • Research and write commentary on various issues affecting consumers of human service programs.
  • Resolve complaints or objections and prepare reports on complex issues for consideration and decision by the director(s).
  • Be responsible for developing and maintaining a continuous coordinated effort in liaison with the general assembly, state agencies, general public, and media.
  • Be responsible for the development, implementation, and dissemination of newsletters specific to legislative changes and their impact.
  • Operate publishing, graphic, and financial computer programs required for specific projects.
  • Represent the director(s) as assigned in contacts with constituents and officials to explain specific policies and their impact.
  • Keep departmental officials informed of the director's decisions and recommendations on programs and policies.
  • Make frequent contact with departmental officials relative to decisions and recommendations on program and policy issues.
  • Oversee development and administration of ETSS budgets, spending plans, forecasts, and variance analyses.
  • Manage the creation, maintenance, and documentation of ISF service rates.
  • Oversee chargebacks, cross agency billing, journal entries, and cost allocation models.
  • Ensure compliance with statewide accounting, procurement, and financial management policies.
  • Lead Cloud FinOps functions, including cloud cost optimization, consumption analysis, reporting, and chargeback design.
  • Prepare financial statements, metrics, dashboards, and executive briefing materials.
  • Identify process improvements and strengthen internal controls.
  • Coordinate financial workflows with OMB, agency finance offices, Controller’s Office, Procurement, and ETSS program leads.
  • Perform related duties as required.
