About The Position

This position at RIDOH’s Center for Health Data and Analysis is responsible for support and to coordinate ongoing as well as new Data Modernization projects. The DM PM works closely with the Data Modernization Initiative (DMI) Director and the team to help operationalize the Data Modernization roadmap and strategic priorities while coordinating across multiple stakeholders—RIDOH divisions, Centers and Programs, Technology and Data Vendors, and the IT Team —to ensure projects are executed on time, within scope, and aligned with the Data Modernization roadmap and outcomes. In this role, The preferred candidate will need to understand public health program needs and effectively communicate them, helping translate those needs into actionable project activities and supporting recommendations.

Requirements

  • A thorough knowledge of the principles, practices and techniques of projects management related to developing interdepartmental programs and services; a thorough knowledge of planning, budgeting and evaluation process and the ability to apply them in a human service system; a thorough knowledge of practices, procedures and protocols for press relations; the ability to research and prepare reports and recommendations for dissemination of policy information; a working knowledge of computers and communication technology; a thorough knowledge of, and the ability to, evaluate the attitudes and reactions of interested and affected groups and their demands and needs for information about the department's programs and objectives; and the ability to communicate effectively with a variety of constituents, state officials and the general public; and related capacities and abilities.

  • Demonstrated ability to influence stakeholders and assist in driving decision-making across diverse teams

Nice To Haves

  • Experience managing diverse stakeholder groups utilizing consensus building on topics such as business rules, strategy, and collaboration across programs.
  • Experience in strategic planning for data modernization, including recommending roadmaps, developing current state analysis, future state development, and gap analysis
  • Experience working on systems integration projects and identifying opportunities for integrations that could streamline operations across diverse programs
  • Experience with competitive bidding review and documentation
  • Experience with grant management and reporting
  • Experience with budget tracking

  • Experience in managing large scope Data Projects in areas of Data Governance, Management, Reporting and Analytics and other Modernization projects
  • Experience in Public Health IT / Informatics / Modernization is preferred including the ability to engage with and articulate public health program needs
  • Over 10 years of experience in Project Management

Responsibilities

  • Effectively present, influence and communicate project strategies, statuses, risks and key decisions within project teams, stakeholder meetings, and with Executive Leadership on a regular basis.
  • Coordinates work performed by the Data Modernization (DM) team and internal stakeholders / partners by contributing to defining project requirements, performing feasibility, needs / impact assessments, and recommending solutions. This would also include agendas, meeting notes, facilitation of meetings, distribution of materials and research on current DM proposals and projects.
  • Develop and drive detailed project plans and assist/coordinate implementation processes including resource allocation, progress tracking, testing documentation, and training.
  • Manage the overall delivery, coordination, status reporting, financials, schedules and stability of project-oriented work efforts, ensures that project goals and objectives are met within agreed upon time, scope and resource requirements.
  • Contribute to and help shape the Data Governance effort at RIDOH, including providing recommendations.
  • To work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated service organization and delivery policies.
  • To be responsible for special project development authorized and delegated by a director.
  • To perform research, fiscal and policy analysis on various issues affecting consumers of human service programs.
  • To serve in a highly responsible communications capacity representing a number of state departments in their contact with state, local, public and media officials.
  • To perform complex program analysis and evaluation of departmental services.
  • To research and write commentary on various issues affecting consumers of human service programs.
  • To resolve complaints or objections and to prepare reports on complex issues for consideration and decision by the director(s).
  • To be responsible for developing and maintaining a continuous coordinated effort in liaison with the general assembly, state agencies, general public, and media.
  • To be responsible for the development, implementation, and dissemination of newsletter specific to legislative changes and their impact.
  • To operate publishing, graphic, and financial computer programs required for specific projects.
  • To represent the director(s) as assigned in contacts with constituents and officials to explain specific polices and their impact.
  • To keep departmental officials informed of the director's decisions and recommendations on programs and policies.
  • To make frequent contact with departmental officials relative to decisions and recommendations on program and policy issues.
  • To do related work as required.
