About The Position

The current recruitment will be used to fill a vacancy in the Transportation Department at either the (ITS) Technician Trainee, Technician I, or Technician II level. A list will also be created to fill possible future vacancies at either level. Employees may progress through the full salary range, subject to their successful performance and annual budget approval. The first review of all applications will be Monday, September 28, 2026. ITS Technician Trainee ($52,453.23 - $76,472.86 annually) Under direct supervision, an ITS Technician Trainee learns to perform semiskilled work of routine to moderate difficulty in the installation, maintenance, and repair of traffic signals. This class is also responsible for performing related duties as required. This is the entry-level class in the ITS Technician series. Under the direct guidance of a journey-level ITS Technician I, II or ITS Operations Foreman, an employee in this class learns to maintain, install, and repair traffic signal equipment and systems. Initially, the ITS Technician Trainee develops skills and increases knowledge until such time as assignments can become more difficult. Work involves learning to perform heavy manual labor under varying weather conditions and may require stand-by duty and overtime as required. Employees of this classification may progress by noncompetitive promotion to ITS Technician I upon meeting the specific criteria-based promotion requirements of performance and coursework. This class is FLSA nonexempt. ITS Technician I ($60,751.60 - $88,572.85 annually) Under general supervision, an ITS Technician I performs skilled work in the installation, maintenance, operation, and repair of electrical and electronic traffic signal control devices, various communication devices, and the ITS components. This position performs related duties, as required. An employee in this class is expected to install, maintain, monitor, troubleshoot, and repair current and future ITS infrastructures and interfaces such as various traffic signal cabinet systems; vehicle detection systems; traffic control devices; dynamic message signs; communication systems; and perform preventive maintenance on ITS equipment such as control cabinets, video cameras and subsystems, interconnect, and electrical wiring. Work includes troubleshooting malfunctions and responding to trouble calls. The incumbent performs construction of traffic signals and inspects the work of contractors to verify their work meets City of Mesa and other standards. The incumbent uses a personal computer (PC) for recordkeeping and diagnostic troubleshooting of signal operations. Guidance is received by the ITS Technician II. Supervision is received from the ITS Operations Foreman who reviews work through observation, conferences, reports, and results achieved. The incumbent will be required to work irregular shifts, weekends, evenings, and holidays. Work is subject to call-out during off-duty hours. This class is FLSA nonexempt. ITS Technician II ($66,956.45 - $97,620.22 annually) Under general supervision, an ITS Technician II performs highly skilled advanced level work in the installation, maintenance, operation, and repair of electrical and electronic traffic signal control devices, various communication devices, and ITS components. The ITS Technician II will function in a lead capacity to the ITS Technician Trainee and the ITS Technician I. This position performs related duties, as required. This class is distinguished from the ITS Technician I class by level of experience, ability to work independently, handling a wider range of technician duties, and acting in a lead capacity. An employee in this class is expected to exercise considerable initiative and independent judgment in responding to daily operations such as independently installing, maintaining, monitoring, troubleshooting, and repairing current and future ITS infrastructures and interfaces including various traffic signal cabinet systems, vehicle detection systems, traffic control devices, dynamic message signs, and communication systems. Other duties include performing preventive maintenance on ITS equipment such as control cabinets, video cameras, subsystems, interconnect, and electrical wiring. Work includes troubleshooting malfunctions and responding to trouble calls. The incumbent performs construction of traffic signals and inspects the work of contractors to verify their work meets City of Mesa and other standards. The incumbent uses a personal computer (PC) for recordkeeping and diagnostic troubleshooting of signal operations. Requirements

Graduation from high school or GED (All Levels).
Minimum six (6) months of electrical experience (Residential, Commercial, or Industrial electrical systems), electronic systems, or related work (Trainee).
Must possess a valid Class D Arizona Driver's License by hire or promotion date (Trainee).
Substance Abuse Testing (All Levels).
Any combination of training, education, and experience equivalent to two (2) - three (3) years’ traffic signal maintenance/construction experience; or graduation/completion from an accredited college or university with an Associate’s Degree/Certification in Electricity/Electronics, Power Systems, Engineering Technology, or related field and at least one year of traffic signal maintenance/construction experience; OR one year experience as a City of Mesa Intelligent Transportation Systems (ITS) Technician Trainee with successful completion of the criteria-based promotional process (I).
Must possess a valid Arizona Class B Commercial Driver's License (CDL) or Commercial Learner’s Permit (CLP) by hire or promotion date (I & II).
CLP holders must successfully complete the City’s Entry Level Driver (ELD) training program, the Third-Party Examiner (TPE) administered skills (driving) test, and obtain a valid Arizona Class B CDL within 150 days of hire or promotion date (I & II).
Must possess an International Municipal Signal Association (IMSA) Traffic Signal Field Technician Level I Certification and an IMSA Work Zone Temporary Traffic Control Technician Certification or a current American Traffic Safety Services Association (ATSSA) Traffic Control Technician Certification by hire or promotion date (I).
Must possess an IMSA Traffic Signal Field Technician Level II Certification, an IMSA Traffic Signal Construction Technician Level II Certification, and an IMSA Traffic Signal Inspector Certification within 18 months of hire or promotion date (I & II).
Must live within a 25-mile radius of the intersection of Main Street and Greenfield Road within one year after date of employment and must maintain this residency status throughout the duration in the position (I & II).
Any combination of training, education, and experience equivalent to considerable (3 - 5 years) traffic signal maintenance experience including experience in maintaining microprocessor-based instruments; NEMA (National Electrical Manufacturers Association) TS1, TS2, and ATC (Advanced Traffic Control) controller cabinets; pre-empt devices; and telemetry equipment or an Associate’s Degree/Certification in Electricity/Electronics, Power Systems, Engineering Technology, or related field and two years of traffic signal maintenance experience (II).
Must have basic knowledge of PC operations (II).

Nice To Haves

One year of traffic signal or streetlight construction/maintenance experience is preferred (Trainee).
A valid Arizona CDL is desirable (Trainee).
Graduation from an accredited college or university with an Associate’s Degree in Electronics/Electrical Technology (Trainee).
Successful competition of an electrical apprenticeship/certification program with one (1) - (2) years of residential, commercial, or industrial electrical experience (Trainee).
Experience in maintaining microprocessor-based instruments, National Electrical Manufacturers Association (NEMA) and Advanced Traffic Control (ATC) controllers, basic knowledge of PC operations, optical pre-empt devices, and communications equipment is preferred (I).
An IMSA Traffic Signal Field Technician Level II Certification (I).
An IMSA Traffic Signal Construction Technician Level II Certification (I).
An IMSA Traffic Signal Inspector Certification (I).
Graduation from an accredited college or university with an Associate’s Degree in Electronic/Electrical Technology (I).
Successful completion of an electrical apprenticeship/certification program with one (1) – two (2) years or residential, commercial, or industrial electrical experience (I).
Experience in maintaining microprocessor-based instruments, and National Electrical Manufacturers Association (NEMA) and Advanced Traffic Control (ATC) controllers (II).
Basic knowledge of PC operations, pre-empt devices, and communications equipment is preferred (II).
An IMSA Traffic Signal Senior Field Technician Level III certification (II).
Graduation from an accredited college or university with an associate’s degree in Electronics/Electrical Technology (II).
Successful completion of an electrical apprenticeship/certification program with one (1) – two (2) years or residential commercial, or industrial electrical experience (II).

Responsibilities
