About The Position

Oracle Health Government Services is seeking a skilled Federal Program Manager specializing in PMO processes, program governance, and digital accessibility to join our mission-driven organization. In this role, you will lead integration, governance, and performance across large-scale federal healthcare IT programs, ensuring interoperability, regulatory alignment, and high-quality enterprise service delivery. You will coordinate cross-functional teams and matrixed resources, manage scope, schedule, requirements, risks, issues, change control, deliverables, and resource planning, and support transparent executive decision-making through disciplined program controls. The ideal candidate has strong experience with integrated master schedule management, change control, risk and issue management, requirements traceability, stakeholder communications, and Section 508 compliance within federal or large enterprise environments.

  • Familiarity with systems engineering, SDLC, PMO tools, requirements management tools, and program reporting platforms.
  • US Citizenship is required with an ability to obtain and maintain a government security clearance.

Nice To Haves

  • PMP, PgMP, PMI-SP, SAFe, ITIL, Scrum Master, Section 508 Trusted Tester, or related certification preferred.
  • Experience with Section 508 compliance, digital accessibility, or federal accessibility standards preferred.
  • Previous Federal Contracting experience preferred

Responsibilities

  • Lead integration and performance across large-scale federal healthcare IT programs, ensuring alignment across scope, schedule, budget, requirements, interoperability, regulatory expectations, and enterprise service delivery objectives.
  • Own and mature PMO governance processes, including Integrated Master Schedule (IMS) management, change control, risk and issue management, scope management, requirements management, deliverable tracking, and status reporting.
  • Maintain integrated master schedules, critical path visibility, milestone tracking, dependency management, schedule risk identification, and action item follow-through.
  • Coordinate cross-functional teams and matrixed resources to prioritize initiatives aligned with federal healthcare mandates, contract requirements, customer outcomes, and operational performance goals.
  • Lead program-level risk, issue, action item, decision, and escalation management, ensuring clear ownership, mitigation plans, resolution timelines, documentation, and stakeholder visibility.
  • Govern scope and change control processes, including change intake, impact assessment, stakeholder review, approval routing, implementation tracking, baseline management, and communications.
  • Provide leadership in requirements management, deliverable tracking, and requirements traceability to support timely fulfillment of contractual obligations and adherence to program standards.
  • Prepare governance artifacts, status materials, dashboards, executive communications, and program health reporting that support informed decision-making.
  • Track key performance indicators, resource plans, labor forecasts, revenue forecasts, and program health metrics to support strategic planning and performance transparency.
  • Partner with executives and senior stakeholders to coordinate logistics, content, decision points, and follow-up actions for critical governance meetings and program milestones.
  • Align program activities with systems engineering, SDLC, and PMO best practices to maintain structure, quality, accountability, and delivery rigor.
  • Champion digital accessibility by leading Section 508 compliance efforts and ensuring health IT solutions, documentation, and program deliverables meet federal accessibility standards.
