About The Position

The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Insurance Technician 3 (IT3 Non-Perm) position within the Consumer Protection Division, based out of the Tumwater Office. This role is crucial for ensuring a healthy insurance market and protecting Washington consumers. The Insurance Technician 3 in the Producer Licensing Unit plays a vital role in the OIC's mission by reviewing and evaluating insurance license applications, researching licensing issues, determining applicant eligibility based on regulatory requirements, and ensuring licensing actions are accurate, timely, and consistent with state laws. This dynamic position involves analysis, research, decision-making, and customer service, interacting with applicants, licensees, insurers, industry representatives, consumers, and other regulatory agencies. Responsibilities include providing guidance on licensing requirements, troubleshooting electronic licensing transactions, investigating failed or denied transactions, and documenting work in agency systems. The ideal candidate possesses sound judgment, strong attention to detail, excellent communication skills, a commitment to customer service, curiosity, organization, adaptability, and the ability to research information, interpret regulations, explain complex requirements clearly, and make fair, well-informed decisions. Requirements

  • Two (2) years as an Insurance Tech 1, including one (1) year of clerical and customer service experience.
  • One (1) year as an Insurance Tech 2, including one (1) year of clerical and customer service experience.
  • Four (4) years of clerical, office support, and/or customer service experience in a position providing guidance to inquiries regarding professional processes, procedures, regulations or similar.
  • Clerical and customer services experience includes duties such as answering multi-line phone calls, greeting customers, taking orders, or responding to questions, providing resolution to issues, filing, keeping electronic records, data entry, processing mail, managing supply inventories, monitoring emails, managing schedules or calendars in an office setting.
  • Basic skill level in Word, Excel, and Outlook.

Nice To Haves

  • Intermediate or above skill level in Excel, Word, and Outlook.
  • Associate degree or higher.
  • Insurance related certification(s) and/or designation(s).
  • Experience reviewing, analyzing, and evaluating professional licensing applications for compliance with the applicable statutes, regulations, policies, processes, and procedures.
  • Experience researching, analyzing, and responding clearly and effectively to written or oral inquiries regarding professional licensing, processes, or statutory/regulatory compliance.
  • Fluent verbal communication skills in Spanish, Korean, Russian, Vietnamese, Mandarin, or Cantonese, with the ability to score “Advanced Mid skill level” on the oral proficiency assessment by the American Council for the Testing of Foreign Languages.

Responsibilities

  • Review and evaluate insurance license applications for individuals and business entities to determine completeness and compliance with applicable laws, regulations, and licensing requirements.
  • Research complex licensing issues and use sound judgment to determine appropriate actions, including issuing, declining, reinstating, or referring applications for additional review.
  • Provide authoritative guidance and technical assistance to applicants, licensees, insurers, consumers, and other stakeholders regarding licensing requirements, processes, examinations, continuing education, and licensure status.
  • Analyze and resolve electronic licensing transactions submitted through the National Insurance Producer Registry (NIPR), researching failed or denied transactions and implementing appropriate corrective actions.
  • Communicate clearly and professionally through telephone, email, written correspondence, and occasional in-person interactions, adapting information to a variety of audiences.
  • Maintain accurate and confidential licensing records and document decisions, actions, and resolutions in agency systems.
  • Identify opportunities to improve customer service and licensing processes by analyzing customer feedback and contributing to process updates, training materials, and program projects.
  • Apply laws, regulations, policies, and procedures fairly and consistently while demonstrating professionalism, integrity, accountability, and a strong commitment to consumer protection.
