About The Position

The mission of the North Carolina Department of Insurance is to promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect. Our agency licenses insurance agents, adjusters, bail bondsmen and more, along with investigating fraud matters involving insurance consumers and any entity or individual regulated by the Department. In an ever-changing environment, it is the vision of the Department of Insurance to maintain the stabilization of the insurance industry in order to provide more products, competitive prices and consumer protection.

Requirements

  • Bachelor's degree in business or economics or a related program from an appropriately accredited institution and four years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of training and experience.
  • Strong analytical and critical thinking skills with the ability to interpret statutes, regulations, and policy forms.
  • Ability to work independently and analyze complex filings.
  • 5+ years of professional experience in insurance regulation, specifically evaluating rate, rule, and form submissions.
  • Property & casualty experience with personal and commercial lines.
  • Ability to train and mentor less experienced analysts.

Responsibilities

  • Review and approval/disapproval of rate, rule, and form filings by insurance companies, joint underwriting associations, and statistical organizations for all types of property and casualty insurance (i.e. automobile, fire, general liability).
  • Review and analysis of premium and loss statistics received from those entities.
  • Conduct detailed reviews of property and casualty insurance rate filings, focusing on the mathematical accuracy of statistical data, the proper application of rating principles, and compliance with statutes and departmental regulations.
  • Prepare and distribute correspondence through SERFF.
  • Coordinate additional review by senior analysts or division leadership when filings involve unusually complex or technical issues.
  • Examine “non‑standard” policy forms submitted independently by insurance companies to ensure clarity, conformity with North Carolina statutes, and alignment with departmental requirements.
  • Maintain regular communication with industry representatives.
  • Occasionally explain filings to members of the public.
  • Conduct more detailed statistical studies.
  • Assist other divisions with technical questions.
  • Help train and review the work of junior analysts to ensure consistency and accuracy across the team.
