About The Position

The Leidos Intelligence Sector is seeking a Senior-Level Instructional Systems Designer to develop, manage and improve Open Source Intelligence (OSINT) training at DIA/NDOC in support of the Defense Intelligence Enterprise (DIE). This position will be located at one of our customer sites in Bethesda, MD; Reston, VA; or Joint Base Anacostia-Bolling. As an ISD with Leidos, you'll be tasked with using your expertise in industry-standard instructional design practices, data collection instruments, data collection and analysis, creating project management plans, and designing learning assessments to develop high-quality training materials that meet the needs of our clients. Requirements

  • U.S. Citizenship required per program requirements.
  • Bachelor's Degree or additional years of experience in lieu of degree are acceptable.
  • At least 12 years of experience with instructional design.
  • Active TS/SCI clearance with the ability to obtain a Polygraph.

Nice To Haves

  • Successful polygraph within the last 5 years is a significant advantage and preferred.
  • Familiarity with ADDIE model of instructional design.
  • Proficiency with OSINT tools, platforms, and analytic techniques.
  • OSINT certification (for example EOSINT USMC, OS301 or OS302 Army, ONI OSINT Fundamentals, DIA BOTC, NGA OSINT, SOCOM NERD).
  • Familiarity with DITEB skill certification process.
  • Familiarity with CDASA-1 and -2 certification programs.
  • Proven experience with data science and advanced data analytic techniques.
  • Experience working with eLearning and online training platforms, such as AGILE and BLACKBOARD.
  • Prior experience with customer or DoW stakeholders or IC.
  • Prior experience working with FVEY partners.

Responsibilities

  • Execute all facets of the training development life-cycle for various training types, including instructor-led courses, web-based and online training, blended learning, and performance support.
  • Conduct needs assessments and training needs analyses, including gap, contextual, and root-cause analyses.
  • Select and design innovative instructional and learning strategies and associated technologies to optimize learning and achieve learning objectives.
  • Develop, execute, and test training courses and performance support products.
  • Perform quality assurance and quality control activities, including SME reviews, design reviews, course pilots, and hot washes.
  • Create and conduct training evaluations, both formative and summative, across all levels for maximum impact.
  • Identify, assess, and mitigate risks associated with training project plans and schedules.
  • Manage and execute all aspects of training projects, including schedules, resources, and scope.
  • Work in conjunction with the NOSC and DOSC combined subcommittee on Training and Tradecraft to develop and implement tradecraft notes.
  • Ensure any updates to OSINT policy are reflected in training materials.
  • Prepare and recommend additional course modules or updates based on evolving threats, changing operational environment of the internet, new missions, or other customer requirements.
  • Develop and recommend professional development path for DIA OSINT Officers (OSOs) and non-DIA OSINT professionals.
