About The Position

Prevailance is seeking an Instructional Systems Designer (ISD) – eLearning to support North Atlantic Treaty Organization ( NATO ) Headquarters Supreme Allied Commander Transformation ( HQ SACT ) Capability Development Management Support ( CMDS ) in Norfolk, Virginia. This position may require international travel approximately two to three times per year to NATO Education and Training Facilities. The Instructional Systems Designer collaborates with Subject Matter Experts ( SMEs ), stakeholders, and NATO course providers to analyze learning requirements and design, develop, assess, and continuously improve eLearning and instructor-led training solutions. This position supports the instructional design lifecycle, including needs analysis, learning objectives, course structure, instructional content, assessments, evaluation, and implementation of NATO-compliant learning products.

Requirements

  • Minimum 5 years of eLearning development experience within the last 5 years
  • Minimum 5 years of demonstrated experience communicating effectively with clients, SMEs, and stakeholders throughout the instructional design process
  • Minimum 5 years of experience using eLearning authoring tools to develop Sharable Content Object Reference Model (SCORM)-compliant learning content
  • Minimum 5 years of experience developing content within Learning Management Systems (LMS), such as Moodle or equivalent platforms
  • Ability to provide a portfolio demonstrating contributions to at least 3 eLearning projects , including representative storyboards demonstrating course outline, course flow, and assessment strategy
  • Proficiency with Microsoft Office Suite and collaborative software
  • Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333
  • Valid passport from a NATO member nation with no travel restrictions to NATO nations
  • Master's degree in Education and Training Development or a related field, such as Learning Theory, Educational Psychology, Instructional Design, or Education Evaluation; or Bachelor's degree in Education and Training Development or a related field, with a minimum of three years' experience as an ISD
  • Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance

Responsibilities

  • Collaborate with SMEs and stakeholders across NATO nations, partners, and entities to conduct learning needs analyses, including Training Needs Analysis ( TNA ), and identify learning gaps and requirements
  • Develop clear and measurable learning objectives aligned with identified needs and overall course goals
  • Design course structures, modules, lessons, and assessments to ensure a logical flow of instructional content
  • Develop instructional content from SME-provided source materials using appropriate instructional design methodologies, including storyboard-based and rapid-development approaches
  • Select and implement instructional strategies supporting engaging and effective learning experiences
  • Design and implement pre-assessments, formative assessments, and summative assessments to measure learner progress and course effectiveness
  • Develop and implement evaluation processes to assess overall course effectiveness and impact
  • Establish learner and stakeholder feedback mechanisms and incorporate feedback into continuous improvement of course content and delivery methods
  • Coordinate with clients, SMEs, and project team members to support project schedules and deliverables
  • Provide Instructional Systems Design support and quality assurance to NATO course providers, ensuring course materials and processes comply with applicable NATO standards and requirements
  • Prepare, facilitate, and evaluate instructor-led educational activities, workshops, and professional development events in virtual and residential environments
  • Represent the Learning Technology Section at meetings, conferences, workshops, and other activities and coordinate with stakeholders to support program objectives
  • Research, evaluate, and recommend emerging learning technologies, instructional methodologies, and best practices supporting innovation within NATO education and training
