About The Position

Our client is an award winning global integrator supporting a major branch of our Armed Forces. They have an immediate need for a Energy Program Management (IEPM) Specialist to work a hybrid schedule at the Pentagon. In this role, you will coordinate, develop, consolidate, and maintain energy program governance, strategic plans, action plans, and stakeholder responses while ensuring industry standards, best practices, and current energy initiatives are effectively integrated. Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Requirements

Bachelor’s degree in Engineering, Energy Management, Environmental Science, Sustainability, Business, Public Administration, or a related field.
Minimum of five (5) years of experience in facility energy and water management.
Experience with energy program management, energy and water use planning, and energy resilience planning and programming.
Experience with Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), utility services, renewable energy programs, and energy infrastructure initiatives.
Experience supporting energy resilience, energy assurance, and critical infrastructure risk management programs.
Experience with facility metering, Advanced Meter Reading Systems (AMRS), Industrial Control Systems (ICS), and energy information management.
Experience supporting Power Purchase Agreements (PPAs), Carbon Pollution-Free Energy (CFE) initiatives, Energy Resilience and Conservation Investment Program (ERCIP), or similar energy investment programs.
Experience developing, coordinating, and maintaining energy policies, program guidance, strategic plans, and implementation strategies.
Experience analyzing energy program performance, funding requirements, compliance trends, resource needs, and program risks.
Experience developing executive-level briefings, reports, Congressional responses, budget materials, strategic plans, and other program documentation.
Experience coordinating with senior leadership, government stakeholders, industry partners, installation-level organizations, and cross-functional teams.
Strong understanding of energy resilience, energy assurance, facility energy management, energy infrastructure, and energy and water planning.
Ability to research emerging energy technologies and industry best practices and translate findings into actionable program and policy recommendations.
Excellent written and verbal communication skills, with the ability to present complex technical and programmatic information to executive and technical audiences.
Strong organizational and project management skills, with the ability to manage multiple priorities, coordinate complex programs, and meet established deadlines.
Ability to navigate complex regulatory, policy, acquisition, and funding environments while developing practical and compliant solutions.
U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Responsibilities

Coordinate, develop, consolidate, and maintain IEPM governance and program documentation, including policies, procedures, handbooks, strategic sustainability plans, Enterprise Energy Information Management, strategic and installation-level energy plans, action plans, task responses, and issue-resolution plans.
Provide detailed updates to leadership and stakeholders by participating in meetings, forums, and working groups and developing, coordinating, and presenting associated materials, including briefings, slides, after-action reports, and meeting minutes.
Research and provide comparative analysis on energy topics and priority programs, including Energy as a Service, energy assurance, and energy resilience, and develop recommendations for implementation strategies.
Develop and maintain enterprise-level policy and program guidance for incorporating Industrial Control Systems (ICS) and Energy Assurance initiatives into facility metering and energy management programs while ensuring compliance with applicable federal and organizational requirements.
Analyze and assess direct and third-party funding requirements necessary to achieve facility energy strategies and objectives and provide recommendations for resource allocation and program adjustments.
Manage the development, coordination, consolidation, tracking, and submission of high-level task responses, including Congressional inquiries and requests from senior leadership and external stakeholders.
Develop, coordinate, and facilitate annual Congressional reports and supporting program documentation, including budget materials, Bullet Background Papers (BBPs), Staffer Day briefs, Justification Books, and annual reports.
Provide policy, strategy, and program oversight for IEPM and associated sub-programs, including Critical Asset Risk Management (CARM), Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), facility metering, Advanced Meter Reading Systems (AMRS), Carbon Pollution-Free Energy (CFE), Power Purchase Agreements (PPAs), and the Energy Resilience and Conservation Investment Program (ERCIP).
Develop, coordinate, staff, and track monthly and annual reports, program management reviews, strategic guidance, and other program documentation supporting energy and resilience initiatives.
Coordinate with facility energy stakeholders, industry partners, and strategic partners to identify and implement protective actions, assess risk, and develop solutions based on threat, vulnerability, and consequence analysis in support of CARM and installation energy objectives.
Advocate for IEPM resources by evaluating funding requirements, ensuring requirements align with strategic objectives, and monitoring program execution and resource utilization.
Track and analyze compliance trends using internal management control tools and checklists related to energy policies and requirements.
Execute the Energy Readiness and Resiliency Exercise (ERRE) Program by establishing policy, program goals, exercise criteria, and reporting requirements; planning and programming necessary funding; analyzing exercise results; and developing recommendations to improve installation energy readiness and resilience.
Monitor and track deployment of energy management and information technology solutions, analyze program trends, and develop mitigation plans and guidance to address identified challenges.
Provide high-level program management and oversight for energy and water programs, including facility and industrial process energy, utility metering, utility privatization, energy infrastructure, energy planning, renewable energy, and water use management.
Assess program progress and compliance with applicable laws, regulations, mandates, policies, and strategic initiatives; identify program gaps; and develop recommendations for programmatic and policy changes.
Develop, coordinate, staff, track, and maintain Annual Energy Management Resilience Reports (AEMRRs), energy audit responses, Staffer Day plans, and other programmatic deliverables.
Review, evaluate, and provide recommendations on IEPM and other energy award nomination packages.
Coordinate, plan, and support installation energy policy groups and enterprise governance forums, including updating charters and tracking policy group and panel action items.
Develop, coordinate, and publish energy-related talking points, articles, features, newsletters, and other communications for internal and external audiences.
Develop, maintain, and execute a strategic communications plan focused on increasing stakeholder and strategic partner awareness of energy initiatives, outreach efforts, and program accomplishments.
Collaborate with strategic communications teams to develop consistent messaging and support major energy and sustainability initiatives, including Energy Action Month and Earth Day.
Monitor emerging energy technologies, industry standards, best practices, energy studies, and pilot programs and incorporate relevant findings into policies, strategies, and program recommendations.
