The WIC-VMU Inspector V is selected by and reports to the Manager or designee (Team Lead) for the WIC Vendor Monitoring Unit of the Investigations & Reviews Division of the Office of Inspector General. Performs on-site store inspections, inventory reviews and conducts covert compliance buys of contracted vendors of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Program, in accordance with federal regulations, guidelines, procedures, and WIC policies. Initiates correspondence to apprise vendors of the results of the on-site store inspections, inventory reviews, and compliance buys conducted. Coordinates the collection of vendor billings and disallowances discovered during the inspections and reviews. Testifies in vendor Fair Hearings for compliance buys and inventory reviews conducted. The position requires a high degree of attention to detail to maintain program integrity and allows for considerable latitude for technical judgment in the accomplishment of most phases of work. Assists other inspectors in conducting their assigned compliance buys, on-site store inspections, and supports inventory review completion. This position requires 50% travel; most is overnight and may require working other than normal duty hours.

Responsibilities

  • Conducts on-site store inspections of contracted vendors, providing technical assistance and guidance to ensure compliance with Federal regulations and State rules, policies and procedures. Performs reviews of recently submitted claims upon return to headquarters.
  • Conducts covert compliance buys of contracted vendors designated as high-risk. Accurately documents all pertinent information according to procedures and guidelines regarding the compliance buy for contracted WIC vendors.
  • Utilizing Microsoft Excel conducts in depth inventory reviews of selected vendors who are suspected of non-compliance with WIC Program policies and/or Federal regulations. Develops spreadsheets and enters all applicable data utilizing Excel (intermediate/advanced with formula development experience) into the OIG Case Management System (OCMS). Prepares inventory review report and findings to include disallowance and enters the necessary information to recover monies due. Prepares inventory review report and notifies vendor of findings.
  • Utilizing Microsoft Word, Excel and SharePoint develops and initiates correspondence in a timely fashion notifying the vendor of results of the on-site store inspections, compliance buys and inventory reviews performed. Using the approved database, inputs information regarding vendor billings, enters the necessary information to recover monies due. Utilizing OCMS, inputs the necessary vendor monitoring database information and provides updates according to guidelines and procedures. Tracks the vendor correspondence initiated utilizing Microsoft Excel (intermediate/advanced with formula development experience) to ensure correspondence is prepared in a timely fashion according to procedures and guidelines.
  • Plans and develop travel itineraries and coordinates with other team members concerning travel. Prepare necessary travel documents. Make necessary travel reservations.
  • Testifies as to the validity of a compliance buy and/or inventory review regarding conformance with Federal Regulations and WIC Vendor policies.
  • Performs related duties as assigned including assisting other WIC Vendor Monitoring team members. Keeps supervisor informed as required or as necessary.
