About The Position

AECOM is seeking a Quality Control Specialist IV (Inspector / Quality Assurance Manager) to be based in Denver, CO. This position requires someone who can confidently support, as Owner’s Representative Lead Inspector and Quality Assurance Manager (I/QAM), the day-to-day field observations, inspections, documentation, and reporting, and contract coordination to support the Contractor’s successful execution of the construction work, and to assist in delivering a quality product to GSA and DOE/NNSA. The I/QAM, in the role of Quality Assurance Manager shall observe, assess, document, and via daily reports and timely notifications shall recommend for rejection or acceptance construction work that the Contractor is completing. He will review all work for conformance with the contract requirements, and compliance with the approved Construction Documents, applicable codes, standards and guidelines to promote the completion of quality work, enforce the Contractors Quality Control Plan, site safety and security, and to effectively and proactively assist and push the contractor to maintain schedule, control the budget, and preserve quality without compromising operations or security. The I/QAM, in the role of Lead Construction Inspector will serve as the primary independent field inspector, employing their architectural, engineering, or construction background, and previous experience as a lead inspector to confirm work is generally in compliance with codes and industry standards, and that the Contractor and their third-party inspection agents are accurately and thoroughly completing the required testing, inspections, verification and certification of work in place. Our role is to recommend for acceptance construction work that the Contractor has completed which satisfies all contract requirements and is appropriate for acceptance by GSA and DOE/NNSA.

Requirements

BA/BS + 6 Years of relevant experience or demonstrated equivalency of experience and/or education
Valid US Drivers license

In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods.
In-depth experience in interpreting construction drawings and specifications on construction projects.
Ability to accurately incorporate active site and market conditions into guidance and impacts to construction costs and time impacts for changes, and to effectively collaborate with Cost Estimator and Scheduler to produce accurate summaries and updates.
Knowledge of safety practices in the construction industry including a background of familiarity with OSHA safety requirements on construction projects.
United States Citizenship is required for US work authorization.
Ability to safely and competently move self and others throughout an active construction job site in a secure environment.

Nice To Haves

Bachelor’s degree in construction management, Architecture, Engineering, or related technical field, or demonstrated equivalency of experience and/or education.
Have at least fifteen (15) years of experience supporting construction activities of which 5+ years must have been as an on-site field Inspector / Quality Assurance Manager, or demonstrated equivalency of experience and/or education;
Professional Certification, Licensure or Registration a plus.
Prior experience leading the QA/QC and inspection major site infrastructure, horizontal sitework, vertical construction replacement and modernization projects;
Prior experience working on GSA and/or other federal agency or government construction projects in occupied, secure facilities including secure campuses / military bases / compounds;
Prior experience with the design, construction, and/or management services for SCIF projects;
It is preferred, but not required, that anyone serving in the capacity of a Key or Lead Personnel be a Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA);
Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions.
Experience supporting and/or managing complex projects as an Owner's Representative Inspector / Quality Assurance Manager (I/QAM).
Knowledge of and proven experience with construction phase management (CM/PM support services, Owner’s Representation, field observation, and contract management), closeout and warranty phase management (Cx support, warranty backcheck).
Thorough knowledge of engineering and construction principles, practices and procedures, base competency with applicable codes, laws, and government regulations, overlay GSA guidelines, principles of project management, and field observation and supervision.
Professional demeanor, attentive and accommodating customer service skills, clear and detailed oral and written communication skills, collaborative team building skills, lead by example, proactive problem solver, capable of adjusting to changing job environments, seeks de-escalation. Self-directed.
Proficiency in using, Microsoft Word and Microsoft Excel, competency with various review and PIMS repository programs including Kahua, and other support software (CAD, BIM, Bluebeam, Structures, Procore, etc).
It is preferred, but not required, that anyone serving in the capacity of a Key or Lead Personnel be a Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA) / CCM / PMP.

Responsibilities

Observe, assess, document, and recommend for rejection or acceptance construction work that the Contractor is completing.
Review all work for conformance with the contract requirements, and compliance with the approved Construction Documents, applicable codes, standards and guidelines.
Enforce the Contractor's Quality Control Plan, site safety and security.
Assist and push the contractor to maintain schedule, control the budget, and preserve quality without compromising operations or security.
Serve as the primary independent field inspector, confirming work is generally in compliance with codes and industry standards.
Verify that the Contractor and their third-party inspection agents are accurately and thoroughly completing the required testing, inspections, verification and certification of work in place.
Recommend for acceptance construction work that the Contractor has completed which satisfies all contract requirements.
Coordinate with the onsite AECOM Project Manager and offsite technical staff and specialty inspectors.
Provide technical quality review of the work.
Verify the Contractor’s implementation of their QC plan and completion of responsible Inspections.
Assist in coordinating activities and escorting the interdisciplinary project team in the field.
Provide technical feedback and guidance to the collaborative team.
Uphold company, project, safety and security policies.
Maintain close client interface, and ensuring all facets of the project are constructed in accordance with design, budget and schedule.
Provide frequent, accurate assessments, documentation, and reporting to the GSA project team.
Observe and document the Contractor’s management and execution of the work and provide detailed summary of compliance and conformance to GSA.
Coordinate and manage any Owner-ordered independent supplemental or confirmation testing, and on the Owner’s behalf, monitor and report on quality and progress.
Remain responsible for detailed timely communication with the AECOM Project Manager and GSA Project Team to support the delivery of a functionally and financially viable project.
Thoroughly coordinate the observation and conformance verification of the construction work.
Function as part of the integrated collaborative team that supports the Owner’s interests.
Report to the AECOM PM and serve in deference to the GSA Contracting Officer (CO).
Employ experience in preparing correspondence and maintaining official construction site records.
Conduct formal and ad hoc meetings to address and resolve problems on construction projects, and briefing clients and management personnel.
Accurately incorporate active site and market conditions into guidance and impacts to construction costs and time impacts for changes.
Effectively collaborate with Cost Estimator and Scheduler to produce accurate summaries and updates.
Make materials take-offs for construction work, pricing the value of needed work, evaluating proposals and Bill of materials, negotiating equitable contract adjustments.
Implement the AECOM Quality Assurance Plan.
Constructively review and drive compliance with the Contractor’s Quality Control Plan.
Vet means and methods.
Participate in safety briefing/tailgate meetings.
Develop rapport with the Contractor Project Manager, Superintendent, and Field Team, as well as with the Sub-Contractor and Trade Partner foremen to promote open communication and collaborative problem solving, risk mitigation, and quality and schedule adherence.
Report to the AECOM PM any construction progress or activity that might impact schedule and/or special coordination of project interactions among adjacent existing and occupied facilities.
Assist in reporting in real time and proactively integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
Plan and act with confidence to the Federal and local government office building projects, with procedural requirements, review requirements, and approval requirements.
Provide critical support to the AECOM PM in order to provide promote optimal management and administration of the project, objectives, and policies.
Inspect materials, workmanship, and construction and installation.
Participate in the activation / commissioning of various of specialty systems (Building Systems - BAS/DDC and MEP, Fire Life Safety - FA/AFSS, Security - IT/IS, etc) within the inspector's area of expertise.
