About The Position

The Transportation Services Division’s Maintenance and Delivery Contract Development, Delivery, and Inspections Unit (CDDI) and Street Permit Utility Management Unit is seeking Inspectors Municipal Construction to join the division. This is an exciting time to join Transportation Services, which is leading the transformation of Toronto’s road operations. The Divisions’ major initiatives include road, sidewalk, and bikeway repairs, capital construction contract development, delivery, inspection, complaint resolution, and utility coordination and oversight. CDDI The CDDI unit is at the forefront of delivering operating and capital programs with a strong focus on cost efficiency, sustainability, equity, and multi-modal transportation solutions. Utility Management The Utility Management unit oversees utility activity in the right-of-way, delivering essential services to residents while protecting public infrastructure and supporting responsive service delivery. Reporting to Supervisor of Maintenance Contract Inspections, the Inspector Municipal Construction is responsible for the inspection and monitoring of construction and maintenance work of contractors engaged for municipal infrastructure contracts including utilities for conformance to specifications, contract documents, drawings and safety standards.

Requirements

Certified Engineering Technician/Technologist and/or approved equivalent combination of post-secondary education and experience.
Considerable experience in design review and interpreting drawings, material testing, and construction inspection of municipal infrastructure projects including roads, sidewalks, bikeways, water and other public utility infrastructure.
Considerable experience in the preparation of infrastructure contracts and estimates.
Considerable experience using work management systems, such as Maximo.
Must possess and be able to maintain a valid Province of Ontario class "G" driver's licence and ability to obtain a City of Toronto driver's permit.
Must be available to work shifts, weekends, evening, night and/or overtime.
Fundamental knowledge of the type, quality, and quality assurance methods required for the construction of sewers, watermains, sidewalks, road construction and storm water management facilities.
Advance knowledge in the application of the Occupational Health & Safety Act and the regulations that apply to this work including confined space entry, traffic control, WHMIS, first aid, etc.
Ability to read and interpret various types of technical drawings including specifications and contract documents related to various engineering disciplines (e.g construction, civil, mechanical, electrical, instrumentation, information technology, process).
Knowledge of construction methods as related to the major responsibilities of the position.
Ability to determine whether the construction work performed is in accordance with required standards and contract documents.
Ability to prepare concise and accurate daily inspection reports including field measurements for each work day at each project site.
Ability to provide work direction and training to others.
Extensive Knowledge of the Occupational Health and Safety Act.
Ability to work in a highly demanding work environment with competing priorities and deadlines while planning, prioritizing and working independently.
Ability to work well with multiple stakeholders.
Ability to communicate and provide customer service to the public and different stakeholders.
Ability to work outdoors in various environmental conditions, and ability to drive in various inclement weather conditions.
Good interpersonal and communication skills.
Ability to make calculation estimates for materials, time, etc. required for projects.
Ability to travel to various work locations daily in a timely and efficient manner.

Responsibilities

Assists with preparation of contracts including investigating and creating work orders in Maximo
Coordinates scheduling and discusses details of pending repairs/construction work with staff, management staff, contractors, utilities and other agencies
Prepares progress reports including materials/equipment used, hours worked and status of project completion and weather conditions
Prepares daily work reports including materials placed/equipment used, Contracted Labour Force hours worked, and status of project completion and weather conditions through work sheets, cost sheets, photo logs and measurement records
Develops monthly deficiency lists for the supervisor and the contractor and conduct final work site inspection
Ensures accuracy of measurements, payment calculation, quantity calculations and invoices
Maintains up to date records for “as-built” drawings as project progresses
Performs warranty inspections for final acceptance
Attends pre-construction and job site meetings to discuss progress, resolve problems (e.g. completion dates, finalization, non-compliance).
Liaises with general public, contractors, consultants, utilities, city staff and other agencies
Monitors City and Municipal Development Construction projects, such as, the construction of roads, laneways, curbs, sidewalks, bikeways, ditches, culverts, driveways, guide rails, fences, retaining walls, and other infrastructure within the City Right-of-Way, and the repair to bridge elements including chipping of loose concrete to ensure that the work is in compliance with contract documents, drawings, referenced specifications & standards, grading sheets, the Occupational Health & Safety Act including other statutes and regulations
Inspects materials to ensure that they are of the proper quality and in accordance with contract plans and City specifications and policies
Conducts visual inspections and arranges for on-site sampling and testing (e.g. air, slump and temperature tests for concrete, casts concrete cylinders, obtains temperature and samples of asphalt)
Carries out field inspection on construction done by Utility Companies and private contractors of Builder's Files, to ensure their adherence to previously approved plans and that restoration is to City standards
Measures repaired/constructed areas to verify dimensions and calculates quantities for payment to contractors. Assists in preparation of monthly progress payments and payment for completed work. Assess contract progress and compare actual quantities to estimated totals
Ensures that traffic control is in accordance with current MTO requirements for Book 7 and specified equipment is utilized on work sites
Patrols roads, provides inspection for winter maintenance contracts (24/7) and/or rotating shifts and summer maintenance contracts, drive in inclement weather/road conditions, mobilizes equipment as specified when required to ensure contract specification compliance and takes corrective action as per Ontario Regulation 239/02 Minimum Maintenance Standards for Municipal Highways as per the Municipal Act, 2001
Investigates service requests, claims, documents action required and/or taken, maintain files for evidence. May be required to present evidence in court pertaining to Contractual or Civil Cases.
