About The Position

This position is a flex position. Candidates will be hired in at a level I, with a starting salary of $34.70 hourly. After a 12-month period, the selected candidate will be evaluated to determine if they meet the criteria to flex to a level II, with a starting salary of $38.22 hourly. The ideal Inspector I candidate combines construction inspection experience with a strong commitment to protecting critical infrastructure; understands that the role extends beyond construction compliance and focuses on preventing damage to transmission pipelines, fiber optic systems, telemetry facilities, and cathodic protection equipment through utility locating, right-of-way inspections, encroachment management, field oversight, and contractor coordination. The ideal candidate demonstrates strong project coordination skills and knowledge of Nevada's Excavation and Demolition Safety Law (NRS 455); and coordinates utility locating activities, pre-construction meetings, permit requirements, and excavation safety measures to ensure compliance, prevent third-party damage, and protect SNWA assets. Working collaboratively with contractors, developers, engineers, utility owners, and field personnel, the ideal candidate promotes safe excavation practices and helps maintain the reliability of the regional water transmission system. The ideal candidate is proactive in identifying utility conflicts, facilitating stakeholder communication, and developing practical solutions to protect facilities and keep projects on schedule; and possesses strong communication skills, sound judgment, and the ability to work independently in the field while serving as a trusted representative for excavation safety, utility conflict resolution, facility protection, and the long-term reliability of critical SNWA infrastructure. INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a job-related physical evaluation.

Requirements

Graduation from high school or G.E.D. equivalent; and four years of experience in public works construction, including two years as a project inspector in the waterworks industry; or an equivalent combination of training and experience.
Knowledge of laws, statutes, codes and ordinances governing public works construction projects involving water facility construction including American Concrete Institute (ACI), National Electric Code (NEC), American Water Works Association (AWWA), American Society for Testing and Material Standards (ASTM), other federal, state, county and city regulations and applicable District and Bureau of Reclamation standards, requirements and procedures; common engineering construction principles, methods and techniques; proper usage of construction materials and equipment; water system operation, installation and applicable District procedures; safety requirements and procedures pertaining to work practices; theories, principles and practices of engineering, hydraulics, electronics and chemistry at a level applicable to assigned duties; engineering mathematics, including algebra, geometry and trigonometry; asphalt paving and structural concrete; pump and motor operation; surveying principles, methods and techniques; compaction principles, methods and techniques; basic design and layout of the water transmission and pipeline network including depth, size and location of lines.
Ability to analyze and interpret varied and complex water facility construction plans and specifications.
Ability to operate and use a wide variety of common construction, location and surveying tools including drafting tools, electronic locators, cameras, two-way radios, line digital tools and applications, pipeline and underground utility locators, compaction and concrete testing equipment, nuclear density gauges and electronic testing gauges.
Ability to make quantity calculations and prepare estimates.
Ability to inspect difficult and varied engineering construction.
Ability to accurately evaluate locations and features of the transmission system and related facilities, perform pipeline pathway locations and inspect construction activities in transmission line rights-of-way.
Ability to enforce and interpret regulations with firmness, tact and impartiality.
Ability to record accurate documentation with on-line digital tools and applications during on-site field inspections.
Ability to perform field tests following precise procedures and interpret observations and test results to determine acceptability.
Ability to work independently in the field.
Ability to coordinate necessary work between several entities.
Ability to establish and maintain effective working relationships with contractors, property owners, representatives of other public agencies, the public and others encountered in the course of work.
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
Nuclear density gauge operation certification (Troxler or District-approved equivalent).
Nevada State Water Distribution Operator, Grade I, or Water Treatment Operator, Grade I; OR AWWA Water Distribution Operator, Grade I, or AWWA Water Treatment Operator, Grade I
Las Vegas Valley Water District Inspection Training Course Certification.
Ability to obtain required certifications within 12 months of hire.

Nice To Haves

An Inspector I may be considered for advancement to Inspector II after demonstrating proficiency to perform the full range of duties of the latter class and obtaining the required certifications.

Responsibilities

Performs detailed inspections of multi-disciplined public works, waterworks and utility construction projects.
Integrates plans, details and specifications to ensure construction and contract compliance.
Prepares project inspection reports.
Assists in the change order process.
Monitors and inspects construction activities within rights-of-way to ensure that transmission lines, fiber optic and telemetry cable, cathodic protection equipment and other structures are not damaged.
Meets with contractors to determine encroachment types and specifications and to ensure permits are obtained.
Performs related duties as assigned.
