About The Position

This is a full-time, on-site position in Germantown, MD, requiring 20% travel. The role involves collecting and analyzing policy and disparate information to support the NNSA Insider Protection Program Manager and NNSA Local Insider Threat Working Groups in preventing, detecting, and responding to insider activity, in accordance with DOE and national Level insider threat guidance. The analyst will formulate NNSA policy positions to provide enterprise-wide insider threat risk mitigation strategies, develop strategies for accessing data from multiple sources for insider threat analysis, and create processes to track actions taken in response to findings and recommendations. This role also involves coordinating NNSA input to DOE ITP annual reports and working with contracting officers to ensure contractor-specific ITP responsibilities are clearly stated and consistently applied. Additionally, the analyst will collaborate with ITP stakeholders to assess program resources and make recommendations, identifying all departmental resources that support the ITP.

Requirements

7 years’ experience in cybersecurity or security related field
1 years’ experience supporting a federal agency or cleared federal contractor Insider Threat program
Obtain within 1 year: CERT Insider Threat Program Manager Certificate
Obtain within 1 year: CERT Insider Risk Management Measures of Effectiveness Certificate
Obtain within 1 year: Certified Counter-Insider Threat Professional (Fundamentals & Analysis)
A bachelor’s degree or similar credential may be substituted for 4 years of experience
Active Q or TS clearance w/ SCI eligibility or Favorably adjudicated Tier V personnel security background investigation not more than 4.5 years from proposed entry onto contract

Responsibilities

Collects and analyzes policy and disparate information to assist NNSA Insider Protection Program Manager and NNSA Local Insider Threat Working Groups in preventing, detecting, and responding to insider activity in accordance with DOE and national Level insider threat guidance.
Formulates NNSA policy positions to provide NNSA enterprise-wide insider threat risk mitigation strategies to better integrate DOE ITP responsibilities, ensuring that the DSO can centrally manage all aspects of the ITP.
Develops strategies for accessing data for insider threat analysis from multiple sources.
Develops processes to track actions taken in response to findings and recommendations NNSA ITP receives from independent assessments.
Provides coordinate NNSA input to DOE ITP annual reports to include actions ITP has taken to address program assessment findings and recommendation.
Works with ITP stakeholders to assess the programs human, financial and technical resources and make recommendations.
Identifies all departmental resources that support the ITP.
Works with contracting officers, to ensure contractor specific ITP responsibilities are clearly stated and consistently applied across sites.
