About The Position

The Tulare County Sheriff is currently recruiting for the position of Inmate Programs Manager. This recruitment will establish an employment list to fill current and any future vacancies within the Sheriff’s Department. The anticipated life of the employment list is six months. This position is responsible to plan and implement a variety of programs and to assess and monitor non-custodial participants in these programs.

Requirements

Graduation from an accredited college with an associate’s degree in Business Administration, Criminal Justice, Sociology or a related field.
Four (4) years of increasingly responsible experience dealing with inmates in a high security capacity.
Principles of budget preparation and fiscal management
Grant management and monitoring
Referral sources available to inmates and their families
Math sufficient to monitor and manage grant budget and to process expenditures
Security aspects of each County institution
Working knowledge of the Penal and Vehicle codes.
Plan, implement and maintain a variety Alternative to Incarceration and Community Based Punishment Programs
Read, interpret, implement and explain program rules, regulations, policies and procedures
Collect and evaluate information, draw valid conclusions and make appropriate recommendations
Write clear, concise, grammatically correct correspondence and reports
Prepare organize and give oral presentations
Speak clearly and concisely to explain technical information to people of various socio-economic, cultural, and educational backgrounds
Supervise, train and evaluate staff
Organize work in a step-by-step order
Establish rapport and maintain effective working relationships with others
Use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress
Keep systematic and accurate records
Maintain confidentiality of all information and materials
Follow verbal and written instructions
Retain and recall information

Responsibilities

Plan, implement and maintain a variety Alternative to Incarceration and Community Based Punishment Programs such as Work Alternative Program, Weekender Program, and Electronic Home Monitoring for minimum and medium security inmates.
Assess and monitor non-custodial participants in these programs.
Plan, organize and supervise the work of inmate workers assigned perform clerical functions within the unit.
Explain Alternative to Incarceration and Community Based Punishment Programs and program requirements to inmates and their families.
Counsel inmates when needed for referral to alternative programs.
