About The Position

This role involves overseeing and guiding the technical implementation of a new Fiscal Agent Services module within the Medicaid Enterprise System (MES). The architect will ensure solutions align with CMS guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements. Key responsibilities include leading architectural reviews, evaluating system integration needs, providing architectural guidance for interfaces and data exchange, developing architectural artifacts, collaborating with cybersecurity teams, participating in governance processes, and providing leadership to project teams and external partners.

Requirements

  • Proficiency in architectural modeling, data management concepts, and security best practices.
  • Considerable experience with cloud platforms such as Azure, AWS, or equivalent.
  • Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules.
  • Strong understanding of MITA framework and federal interoperability requirements.
  • Considerable knowledge of technologies such as Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, and HTML5.
  • Considerable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming.
  • Knowledge of enterprise integration, service oriented architecture, APIs, cloud computing, ETL, and modular system design.
  • Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES).
  • Strong verbal and written communication skills and stakeholder engagement skills, including the ability to explain technical concepts to non-technical audiences.
  • Experience collaborating with vendors, system integrators, and multidisciplinary teams.

Responsibilities

  • Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system.
  • Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
  • Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
  • Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
  • Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
  • Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
  • Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
  • Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
  • Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.
