Infrastructure Delivery Program Manager

NorthMark Strategies•Remote-Texas, TX

About The Position

NorthMark Compute & Cloud (NMC²) is seeking an experienced, technically credible Infrastructure Delivery Program Manager to own end-to-end delivery of a flagship HPC Center site. The multi-year, multi-phase program spans several buildings and represents more than $500 million in capital investment. The role is accountable for the full site lifecycle, from planning and design through commissioning and ramp, and translates executive strategy into structured, well-governed delivery while holding a team of HPC Project Managers accountable for cost, schedule, and quality outcomes. The position reports to the SVP, HPC Infrastructure Programs and serves as the SVP’s operating partner for site-level program execution and governance. It builds and leads a team of HPC Project Managers, each responsible for a phase, building, or major workstream. The role operates across technical delivery, vendor and construction coordination, and executive reporting, and serves as the primary point of continuity and institutional knowledge for the site’s multi-year buildout.

Requirements

  • Bachelor's degree in Engineering, Computer Science, Business, or a related field.
  • 12–15+ years of experience in technical program or project management, ideally in data center, HPC, cloud infrastructure, or large-scale capital infrastructure delivery.
  • Proven end-to-end ownership of a large-scale, multi-year, multi-phase capital infrastructure program with $250M+ capex; candidates with direct ownership at $100M–$250M and a clear trajectory toward this level may also be considered.
  • Experience managing and developing a team of project or program managers and holding the team accountable for workstream outcomes without directly owning execution.
  • Deep fluency in program management methodology, including critical path analysis, risk and dependency management, resource and capacity planning, and stage-gate governance.
  • Ability to operate strategically in executive and board reporting and tactically in schedule detail, vendor management, and technical risk.
  • Experience managing vendor and contractor relationships tied to infrastructure delivery, such as construction, hardware suppliers, or colocation providers, through direct negotiation or administration and enforcement of centrally negotiated agreements.
  • Strong executive communication skills and experience presenting program status directly to C-suite or board audiences.
  • Direct experience with hyperscale infrastructure, GPU/HPC compute buildouts, or comparable large-scale facility development.
  • Must be legally authorized to work in the United States without employer sponsorship, now or at any time in the future.

Nice To Haves

  • PMP, PgMP, or equivalent program management certification.
  • Experience coordinating with utilities, permitting authorities, or municipal stakeholders on large capital projects.
  • Experience in a private-equity-backed or high-growth scale-up environment.

  • Establish and enforce program management standards, methodology, and tooling, including RAID logs, dependency tracking, change control, and stage-gate reviews.
  • Coordinate with utility, permitting, and municipal stakeholders as needed to keep site development on schedule.
  • Serve as the primary program governance partner to the SVP, HPC Infrastructure Programs, translating executive priorities into program plans, milestones, and reporting cadences.
  • Coordinate across engineering, data center operations, supply chain and procurement, construction and facilities, and finance to identify and reduce delivery timeline risks.
  • Manage program-level risks, critical-path risks, and technical or vendor dependencies across phases; escalate blockers early and drive root-cause resolution.
  • Build and maintain executive dashboards and KPI reporting for capacity, schedule, cost, and quality across all phases and buildings.
  • Manage site-level vendor and subcontractor relationships, including colocation providers, local trades, and specialty installers, and hold them accountable to delivery commitments.
  • Partner with the SVP and central procurement on portfolio-level hardware/GPU supply and general contractor agreements, ensuring the site's needs are represented.
  • Coordinate with peer site VPs and the SVP on shared portfolio constraints, including hardware/GPU allocation, skilled labor and talent availability, and centrally negotiated vendor capacity; escalate unresolved cross-site conflicts to the SVP.
  • Partner with engineering and finance on capacity planning and forecasting to align infrastructure delivery timelines with commercial commitments and client SLAs.
  • Prepare program status materials for executive leadership, board meetings, and investor updates when infrastructure delivery is on the agenda.
  • Lead post-mortems and continuous improvement to improve program management maturity across the organization.
  • Support scaling the program management function through hiring, onboarding, and career development for HPC Project Managers.
