About The Position

The Real Estate Services Section of Public Works is responsible for providing a variety of real estate services to other Government Departments, Boards, Agencies, and Commissions. These services include: Property services on a government-wide basis, including acquisition and space management of government accommodation needs; Real estate acquisition and disposal services, road investigations, appraisal, and survey services; Inventory, system furniture design and acquisition, inventory acquisition for new schools, disposal of all surplus furniture and equipment; Property management services for the NS Business Inc. owned properties and; 6 Industrial Water Utilities owned by the Province. Reporting directly to the Manager of Infrastructure Leasing and Facilities Planning, the Infrastructure Leasing and Facilities Project Lead will be responsible for all leasing functions, which includes reviewing and negotiating lease and project management transactions and agreements while adhering to all government policies and standards. You will also oversee completion of all necessary paperwork, including budgetary performance of the leasing operations for all Departments and ABC’s. You will manage a diverse and substantial portfolio of projects with a high level of demands and complexity, in a fast-paced ever-changing real estate environment. You will be managing client needs and relationships at the senior executive level, and responding to emergency facility issues, such as infrastructure failures or immediate new space requirements.

Requirements

  • University degree in Business Administration or Commerce and/or six (6) years of related real estate experience in the area of commercial leasing and property/facilities management is required.
  • An equivalent combination of training/certification and directly related experience will be considered.
  • Comprehensive knowledge of real estate law, real estate administration, documentation, and real estate development, property and risk management.
  • In-depth knowledge of current real estate and leasing practices in relationship to industry standards.
  • Strong understanding of project management principles and techniques, reporting of complex multiyear multidiscipline high dollar value projects.
  • Working knowledge of current construction materials, methods, processes and practices as well as national construction standards, including regulations and by-laws (e.g. National Building Code).
  • Exceptional organizational and communication skills (verbal and written), with the ability to work collaboratively on multiple deadlines simultaneously.
  • Demonstrate leadership qualities, have a knack for building relationships with various stakeholders, and hold a high standard for client and customer service.
  • Ability to multi-task and adapt in fast-paced environments is critical.
  • Excellent professional judgement in the appropriate application of engineering principles in the building construction industry.
  • Inspire confidence and creativity as you lead and motivate your project team.
  • Excellent judgement and professionalism in dealing with departmental management and stakeholders.
  • A strong technical background and a firm understanding of the construction industry and engineering principles, a good business sense, and effective skills in risk management are required.
  • Must have a valid driver’s license and the ability to travel within the province.

Nice To Haves

  • Preference to real estate experience and designations such as: A BOMA (Building Owners and Managers Association International), FMA – Facilities Management Administrator, RPA – Real Property Administrator, CLO (Certified Leasing Officer) certification(s).
  • Project management experience is considered an asset.

Responsibilities

  • Provision of accommodations for all provincial government Departments and ABC's in government-owned facilities and leased facilities.
  • Comprehensive project delivery of concurrent projects, including developing and negotiating scope definition, pre-design and detailed design, specification development, coordinating construction and renovation projects, commissioning and warranty management, and turnover to clients.
  • Manage Space Acquisition and Leasing Services in administering the portfolio of leased accommodations located throughout the province.
  • Negotiating and tendering as required for leased space.
  • Preparing requests for proposals as required for leased space.
  • Administering and managing lease requirements throughout their term, arranging for tenant improvements to be carried out.
  • Researching and analyzing market rates and operating costs, auditing annual lease operating cost escalations.
  • Liaising and interacting with respective client departments, building managers, and landlords.
  • Advising on the development of strategic infrastructure plans and programs, taking into consideration sustainability and cross organizational impacts.
