About The Position

Empower communities through technology by serving as a Information Technology Principal for the County of San Diego. Information Technology Principal positions perform system activities related to the administration, implementation, modification and maintenance of multiple modules within a system and for serving as technical experts for the system or a major technology function and/or operation within a department, including overall application technology analysis and support, project management, and/or systems infrastructure. Some positions may direct and manage all major technology functions and/or operations within a department including strategic planning and budget oversight. Information Technology Principals oversee highly complex mission critical systems; provide consulting advice and technical expertise regarding software needs analysis, evaluation of proposed solutions, systems integration, and solutions implementations; serve as the project lead over large business analysis projects; develop and monitor project budgets and resources; interface with clients to define project scope and review project activities, recommendations and outcomes; coordinate the use of project resources based on project requirements; and design and implement project testing and quality assurance processes.

Requirements

  • Possession of a Bachelor's degree from an accredited college or university with major coursework in computer science, information systems or a closely related field that has provided the candidate with a sound conceptual understanding of information technology concepts.
  • Four (4) years of information technology work experience performing business systems analysis, applications development, systems analysis, or network engineering, analysis and/or administration.
  • Additional years of directly related, verifiable experience or IT coursework may be substituted for the education/experience requirements on a year for year basis.

Responsibilities

  • Serve as the project lead over large business analysis projects.

  • Interface with clients to define project scope and review project activities, recommendations and outcomes.
  • Coordinate the use of project resources based on project requirements.
  • Design and implement project testing and quality assurance processes.
  • Direct and manage all major technology functions and/or operations within a department including strategic planning and budget oversight (for some positions).

  • 4.49% increase to base pay (3.0% Across-the-Board + 1.49% Market Adjustment) in June 2026
  • 4.49% increase to base pay (3.0% Across-the-Board + 1.49% Market Adjustment) in June 2027
