About The Position

The Agency of Digital Services (ADS) Enterprise Project Management Office (EPMO) is seeking a skilled and collaborative Business Analyst II to join our team. In this role, you will serve as a vital bridge between business stakeholders and technical teams, driving the delivery of customer-centric solutions across state initiatives. The ideal candidate possesses an advanced focus on mastering customer needs, balancing complex stakeholder requirements, and optimizing work processes for continuous improvement. Functioning at an intermediate to advanced proficiency level across key thought and results-oriented competencies, you will be responsible for breaking down organizational objectives into actionable initiatives, managing analysis risks, and introducing innovative, structured approaches to problem-solving. This is an excellent opportunity for a data-driven professional looking to apply advanced business analysis frameworks within a dynamic government agency setting.

Requirements

  • Three (3) years or more of Business Analysis experience at a professional level.
  • Self-motivated, able to work under pressure to meet deadlines.
  • Very customer-service oriented.
  • Excellent verbal and written communication skills.
  • Experience in the use of MS Visio.
  • Experience with project and software development tools such as Azure DevOps or Jira.
  • Foundational understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA).
  • Foundational understanding of the Agile Manifesto and scrum techniques.
  • Experience successfully applying those standards in a variety of project frameworks.

Nice To Haves

  • CCBA/CBAP certification.
  • Bachelor's or Associate's degree in an IT-related subject.

Responsibilities

  • Define and model processes and requirements within the context of formal projects.
  • Identify and apply appropriate business analysis tools and methods throughout the project lifecycle to support achieving business objectives and benefits.
  • Gathering user requirements via interviews, workshops, site visits, and other methods.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Analyze and verify requirements for applicability, consistency, completeness, and conformity to standards.
  • Manage and track the status of requirements throughout the project lifecycle.
  • Create process models, specifications, and other diagrams.
  • Identify and document business rules.
  • Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
