The State of Connecticut, Secretary of the State (SOTS) is seeking an IT professional with broad and deep technical knowledge across enterprise environments for the role of Information Technology Analyst 3. This position designs complex systems, solves difficult technical problems, and leads technical teams or projects in an enterprise environment. This is a full-time, 40-hour per week position, Monday through Friday, located in Hartford, CT. Hybrid work (office/telework) may be available. This position may be assigned to supervise other lower-level IT staff. The ideal candidate enjoys leading medium-to-large application development projects and guiding complex systems from requirements through implementation using structured methodologies like the System Development Lifecycle (SDLC). They excel at translating business needs into clear requirements, documenting, analyzing, and improving business processes. A technically experienced developer or systems professional with knowledge of enterprise technologies such as Java, Java EE, .NET, and SQL is desired. The role involves coordinating technical initiatives, developing project plans, contributing to RFQs and RFPs, and working with vendors and stakeholders. A customer-focused approach, clear communication of complex concepts, and use of analysis, monitoring, and metrics-driven insights are important. The Office of the Secretary of the State (SOTS) provides a wide range of services for the people and businesses of Connecticut, acting as a repository of records and providing information on business filings, elections, and authentication. The IT division administers, supports, develops, and maintains all agency computer systems and applications.
