About The Position

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this Temporary Construction (TC) position (up to five years) to provide internal operations support to the users of the District’s core accounting information system, Oracle Cloud Fusion Financials (Elsie), whose modules include General Ledger, Project Costing, Procurement, Payables, Inventory, and Expense, among others.

Requirements

  • A bachelor’s degree in business or public administration, information processing, computer science, or a closely related field. Additional qualifying experience may be substituted for the required education on a year for year basis.
  • Two years of programming, systems analysis or other related technically based computer support experience for a business information system, or
  • Two years of experience providing operational, maintenance and/or system administration support for business information applications.
  • Must possess the physical characteristics to perform the critical and important duties of the job including ability to sit and use a PC for prolonged periods.
  • Must be willing to work overtime as needed.

Responsibilities

  • Processing integration files, researching, and clearing import errors.
  • Communication with staff and stakeholders to manage integration issues.
  • Answering general user questions, troubleshooting system issues, resolving system problems, addressing response time issues.
  • Performing database queries and analysis to ensure accuracy of data.
  • Update system configuration, specifically chart field values, and rule-based configurations for validation and to generate accounting entries for sub-ledger accounting.
  • Acts as a liaison between system users and IT staff, to clarify system functionality, and to modify reports to meet user needs.
  • Coordinating and defining user needs and documenting requirements.
  • Using database analytics and reporting tools assist with data analysis.
  • Assisting workgroups to document and revise business processes.
  • Creating and executing test plans, prior to updates being released to the production environment.
  • Creating training materials and user guides and providing one-on-one, small group and classroom style training to system users.
  • Preparing written emails, memos, procedure documentation, and status reports.
  • Communicating with users routinely via email and phone and acting as the front-line “help desk” for system and user problems.
  • Support Accounting Division annual audits, using query tools and reporting.
  • Prepare reconciliations and journal entries, including reversing or correcting journal errors.
  • Draft Accounting Division budget and act as liaison between Accounting Division and Office of Budget and Performance during the biennial budget cycle.
  • Assist with monthly and annual closing processes, including preparing and entering year-end accruals.
