POSITION: Information Systems Ambulatory Manager - MMC Probationary Period: Six (6) months Definition: Under the direction of the Director, Practice Management, the Information Systems Ambulatory Manager will plan, develop , coordinate, direct and evaluate the system integration, maintenance and coordination of information within Cerner and related information systems used by Ambulatory Services departments at Kern Medical. In addition, this position will be responsible to provide all systems related training and mentorship for Ambulatory Services staff beginning at the new hire stage of employment and continuing throughout employment history. This role includes the responsibility to provide data and interpretation to Ambulatory Services leadership staff for possible employee corrective actions. Distinguishing Characteristics: The incumbent in this position will support and/or facilitate information systems infrastructure compliance and education. Works with staff and providers to manage additional systems builds that ensure Ambulatory Services departments work at the highest level of quality and productivity. The data that is managed is confidentiality sensitive as it includes business contracts and productivity data.

Requirements

  • High School graduate or GED equivalent.
  • At least five years of experience working in the information technology, healthcare industry, specifically in referral management, scheduling and reimbursement
  • Strong project management skills are required.
  • Highly refined analyst skills are required, including the ability to include communicate technical issues to a non-technical audience.
  • Strong Excel skills are required.
  • Knowledge of data extraction and database management is a must.
  • Knowledge of: Medicare, Medi-Cal, and all commercial insurances as well as state and federal government funding programs and reimbursement guidelines.
  • HIPAA privacy and security regulations and medical terminology.
  • Electronic medical record design and use in all aspects of scheduling, registration and authorizations.
  • Ability to be self-directed and demonstrate a positive attitude.
  • Develop and maintain effective working relationships with employees, management, and representatives of other groups and organizations.

Responsibilities

  • Responsible for analyzing and making effective recommendations for all system builds that optimize technology and processes in Ambulatory Services systems. This includes but not limited to the referral management system and future system advances for correctional medicine.
  • Responsible for system testing, updates and service requests and working with IT personnel to help maintain and enhance Ambulatory Service systems.
  • Analyzes and interprets data to make necessary improvements in all systems in the Ambulatory Services units. This includes management of change control approvals.
  • Analyzes processes and provide system solutions for all Ambulatory Services systems to reduce redundancy in departments.
  • Serves as the project manager for all new Ambulatory Services system implementations.
  • Provides workflow and technical support for projects to ensure project tasks are met on time and within budget.
  • Maintains and manages all system projects that involve and promote services for Ambulatory care units. This includes the Electronic Medical Record system (EMR) and other related systems.
  • Runs frequent quality checks on various ambulatory reports, including but not limited to demographic error (my workflow) queue by location, outstanding referral management queues (both inbound and outbound), and comp charge reconciliation reports by clinic to identify clinics/individuals who are falling behind and require additional training and/or corrective action.
  • IS Systems Ambulatory Manager to communicate findings with all managers/directors/stakeholders in order to provide training solutions and problem solve for billing and authorization issues.
  • Monitors staff for appropriate use of systems in Ambulatory Services departments. This will include using system reports and productivity tools to provide Ambulatory leadership guidance for staff performance and possible corrective action as appropriate.
  • Provides initial and ongoing systems training for all staff in Ambulatory Services departments.
  • Acts as a mentor to staff to help guide them in all systems functions as it relates to systems in Ambulatory Services.
  • Maintains and updates all user guides and training materials.
  • Identifies, recommends and develops new training materials as needed.
  • Develops competencies for training assistance and documentation.
  • Analyzes basic business needs and recommends ways to optimize Information technology resources; Identifies system improvement opportunities and coordinates information-based solutions in conjunction with Information Technology.
  • Works in conjunction with the Information Technology department to ensure all Ambulatory Services systems are functional and performing appropriately.
  • Coordinates with IT personnel to identify errors in the system or operational protocol in order to improve the performance of the systems in Ambulatory Services.
  • Maintains comprehensive and current knowledge of Ambulatory Services applications needs and technologies necessary to provide quality information systems; includes basic understanding of all major computer technologies in order to determine the best resolution for each assignment.
  • Attends in services and training programs as required for the job.
  • Performs other job-related duties as required.
