About The Position

Enterprise Information Services (EIS) is a state government-wide information technology (IT) program led by Oregon’s Chief Information Officer (CIO). The office is comprised of the following divisions: Data Governance and Transparency, Strategy and Design, Data Center Services, Cyber Security Services, and Project and Portfolio Management. Strategy and Design invests in and leverages technology that transforms the way the state conducts business and the methods by which customers interact with state agencies. Strategy and Design empowers agencies with secure innovative solutions that improve business performance and deliver a satisfied customer experience.

Requirements

  • Five (5) years of information systems experience in: cloud, business architecture, data architecture, and related technology practices, supporting cloud workloads in at least one of the following cloud providers: AWS, GCP or Azure; OR An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in: cloud, business architecture, data architecture, and related technology practices, supporting cloud workloads in at least one of the following cloud providers: AWS, GCP or Azure; OR A Bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: cloud, business architecture, data architecture, and related technology practices, supporting cloud workloads in at least one of the following cloud providers: AWS, GCP or Azure.

  • Employee will be required to possess and maintain a valid driver’s license issued by the state where the employee resides.

Nice To Haves

  • Knowledge of cloud service management offerings and how they support scalable, secure, and resilient technology and business solutions.
  • Experience writing and maintaining business and information architecture documentation, including alerts, policies, procedures, standards, reference models, capability maps, value streams, data definitions, and solution documentation.
  • Working knowledge of GitHub and related collaboration and version control practices used in modern technology delivery environments.
  • Experience with business architecture, including business capability analysis, process and value stream mapping, and solution alignment.
  • Experience with data architecture, including data modeling, data governance, information flow analysis, and data relationships.
  • Familiarity with AI-enabled technologies, including large language models, analytics, automation, and emerging tools that support business insight, decision-making, and service delivery.
  • Understanding of identity and access management principles, including authentication, authorization, privileged access, and security governance.
  • Ability to evaluate emerging technologies, business capabilities, information flows, and solution options, and recommend approaches that align with enterprise standards, security requirements, data governance, and business needs.
  • Ability to establish and maintain effective and collaborative working relationships with members of leadership, technical teams, co-workers, customers, and other agencies.
  • Excellent skills in communicating effectively with technical and business partners in writing and orally, including making presentations and explaining complex business, information, and technical issues to non-technical audiences with clear rationale based on data and factual evidence.

Responsibilities

  • Supports established enterprise architecture activities.
  • Collaborates with other Enterprise Architects within and outside of Strategy and Design to create durable, business-focused enterprise architectures that support statewide strategic objectives and agency mission needs.
  • Reviews IT and business initiatives for fit for purpose, business value, and rationalization.
  • Collaborates with agencies to understand pain points and working with principal and senior architects to identify integrated business and information solutions.
  • Works with cross-functional teams to continuously align the Strategy and Design service portfolio with current and emerging agency information and data needs.
  • Assists in documenting components of the enterprise operating model by defining business capabilities, value streams, organizational structures, information domains, and key data relationships to identify strategic improvements and operational efficiencies.
  • Assists in evaluating agency solutions for alignment with architectural standards and reviewing new solution development to ensure conformance to both business requirements and information architecture principles.
  • Maps the relationships between business capabilities, business processes, users, applications, data, systems, and supporting technology platforms.
  • Provides architectural input during the implementation of enterprise service projects and advises on development from start to finish.
  • Documents established business and information standards, as well as assesses new methods, models, technologies, and data practices to ensure the State’s architecture remains adaptive, secure, and effective.
