About The Position

The Harnett County Department of Social Services is currently recruiting for an Income Maintenance III Lead Worker and Income Maintenance Caseworker III QA Trainer in the Food and Nutrition Unit. The primary purpose of the position is to provide food assistance for the needy within the county by determining eligibility for participation in the program, monitoring continual compliance, and responding to client and staff requests. This position includes lead worker duties such as second partying cases, answering staff policy questions and supporting the supervisor. This position carries administrative and supervisory responsibilities for the Food and Nutrition Program and involves continuous planning due to changing program requirements and additional staff requirements. The Food and Nutrition Team Lead in Harnett County assist in supervising IMC I and IMC II. Employees serve during natural emergencies in County Emergency Management Shelter as needed and assigned.

Requirements

Thorough knowledge of income maintenance program assigned.
Considerable knowledge of all agency and community programs and services which could affect the client/applicant.
General knowledge of all income maintenance programs.
Good mathematical reasoning and computational skills.
Ability to read, analyze, and interpret a variety of regulations, policies and procedure of varying complexity.
Ability to work independently and prioritize work.
Ability to instruct and evaluate the work of lower level employees.
Ability to train employees in new and existing rules, regulations, policies and procedures.
Ability to understand the needs and problems of clients/applicants.
Ability to perform caseworker function under and within structured time frames.
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.

Responsibilities

Provide food assistance for the needy within the county by determining eligibility for participation in the program, monitoring continual compliance, and responding to client and staff requests.
Perform lead worker duties such as second partying cases, answering staff policy questions and supporting the supervisor.
Carry administrative and supervisory responsibilities for the Food and Nutrition Program.
Plan short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised.
Assign and balance workloads within the unit and/or sub-units and coordinate overall workflow.
Develop procedures and assist with minor organizational changes and recommend other changes to improve efficiency.
Provide on-the-job training as well as some training needs assessment and arrange for employees to attend workshops and other job related training.
Ensure that staff adhere to Federal and State standards with regard to the quality of work required in processing income maintenance cases.
Have input and impact on setting internal agency standards for those income maintenance programs under their supervision.
Conduct second party reviews through the random sampling and evaluation of ongoing cases processed by their staff.
Use quality assurance reports, State error printouts, and evaluate the overall performance of staff assigned to their unit.
Assist in counseling staff regarding performance and grievance policies and may have the authority to assist in issuing oral and/or written warnings.
Make recommendations on dismissals to a higher level supervisor.
Evaluate staff performance and make recommendations to a higher level supervisor on merit raises, reassignments, and salary adjustments.
Interview applicants, usually with higher level management.
Assist supervisors with the work of income maintenance caseworkers involved in the intake, processing, and review functions in any of the income maintenance programs.
Serve during natural emergencies in County Emergency Management Shelter as needed and assigned.
