Requirements

  • One year of experience as an Economic Services Caseworker, or an equivalent combination of training and experience.
  • Possession of a valid North Carolina driver's license upon hire.
  • Considerable knowledge of the program/areas of assignment.
  • General knowledge of all agency and community programs and services which could affect the client/applicant.
  • Good mathematical reasoning and computational skills.
  • Ability to read, analyze, and interpret rules, regulations and procedures.
  • Ability to communicate with clients/applicants, the public at large, and public officials to obtain data, and to explain and interpret rules, regulations and procedures.
  • Ability to perform caseworker functions within structured time frames.

Responsibilities

  • Effectively interview prospective applicants/recipients to assess needs and inform them of appropriate program requirements based on federal and state regulations.
  • Take and process applications, correctly determining initial eligibility.
  • Maintain and apply changes for authorized recipients/households.
  • Meet timely requirements for establishing and maintaining ongoing eligibility for applicable services.
  • Obtain and verify necessary information through direct contact with customers or their representatives to determine eligibility.
  • Conduct interviews to gather information and secure facts needed to determine eligibility, assessing answers, comparing for program requirements, formulating further questions, and accurately recording information.
  • Inform prospective customers of their right to apply for any assistance program, provide appropriate time standards for processing, and make necessary referrals.
  • Verify information to correctly determine eligibility at initial application, for ongoing recipients during redetermination processes (bi-annually or annually), and at times of changes. Examples of verifications include residence, identification, various types of incomes, and resources.
  • Take action to meet all appropriate timeframes when determining eligibility for applications, redeterminations, and/or changes.
  • Continuously assist customers with problems and concerns, including those associated with the eligibility process or crises related to housing, heating needs, or utilities, and make appropriate referrals for emergency needs.
  • Refer suspected fraud to the Program Integrity Caseworker based on reported misuse, information from computer matches, client-reported changes, or Quality Assurance findings.
  • Schedule and prepare a local hearing summary within five calendar days if a hearing or appeal is requested by the applicant/recipient or legal representative.
