About The Position

The Oregon Department of Energy (ODOE) is seeking an Incentives Analyst - Program Analyst 2 for a limited duration position. This role supports the agency’s energy incentive and grant programs by conducting research, performing technical reviews, and analyzing applications and deliverables. The position ensures compliance with applicable statutes, administrative rules, and program objectives, contributing to the equitable and effective distribution of state energy resources. The work is challenging, rewarding, and diverse, involving collaboration with various stakeholders to advance Oregon's energy future, focusing on renewable energy, efficiency, innovation, investment, equity, and resilience. The Energy Development Services Division administers programs that provide financing and incentives to a wide range of entities including homeowners, renters, businesses, organizations, nonprofits, Tribes, schools, consumer-owned utilities, and public bodies. Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Energy Incentive programs that demonstrates the capacity for the knowledge and skills; and two years’ experience coordinating or administering a program
  • OR Any combination of experience or education equivalent to five (5) years of experience that typically supports the knowledge and skill requirements listed for the classification.
  • Experience evaluating program guidelines and utilizing analytical skills and sound decision-making skills to assess compliance and ensure consistency in the application of program rules.
  • Experience conducting outreach and maintaining positive relationships with the public, stakeholders, diverse community/stakeholder groups, other agencies, and Tribal and local governments.
  • Experience maintaining a database, capturing data, updating data, analyzing data, generating reports, and reporting out to stakeholders.
  • Experience working in or with governmental agencies.
  • Willingness and ability to travel regularly throughout the state, as needed.
  • Must be authorized to work in the United States without employer sponsorship, both currently and in the future.
  • Must complete the U.S. Department of Homeland Security's I-9 form on the first day of hire to verify work authorization.

Nice To Haves

  • Knowledge about renewable energy systems or energy resilience is preferred but not required.
