About The Position

The Modernization Manpower, Personnel and Training (MPT) Support Manager provides direct support to the MPT Director of NAVSEA 21 Fleet Introduction contract and Fleet Introduction Team. This role is responsible for managing a proactive and geographically dispersed team of professionals in San Diego, CA; Norfolk, VA; and Millington, TN. The MPT Support Manager provides leadership, oversight, and guidance, ensuring smooth operations across the team as they support U.S. Navy ship modernization efforts for DDG, LHA, and LHD platforms. The position oversees coordinator efforts to secure key replacement Sailors with NAVPERS and coordinates training for new equipment installations and upgrades. Management of MPT support execution is achieved through the team’s delivery of Crew Stabilization Plans (CSP) and providing briefs, weekly training reports, and monthly updates on replacement personnel. Serving as a liaison with Navy learning centers and contractor-provided training sites is also a key function, ensuring crew training is effectively coordinated. The role includes frequent interaction with NAVSEA 21 Program Manager Representatives—primarily PMS 339 and secondarily PMS 321, PMS 421, and various Sponsored Program Managers.

Requirements

  • Bachelor's degree (or Associate's degree or High School diploma)
  • Minimum of 10 years of experience
  • Active DoD Secret security clearance or the ability to obtain
  • U.S. Citizenship is required
  • Familiarity with Navy Enlisted Occupational Standards, Navy Enlisted Classifications, Navy Officer Occupational Classification System and Navy detailing systems
  • Knowledge of Joint Travel Regulations and Navy Military Personnel Manual articles affecting military travel, entitlements, and deductions
  • Well versed with major Navy manning databases such as MyNavy Assignment (MNA), Fleet Training Management Planning System (FLTMPS) and Total Force Manpower Management System (TFMMS)
  • 10 - 15% travel may be required
  • Ability to work in industrial environments, specifically, shipyards and onboard US Navy ships

Nice To Haves

  • Prior active-duty assignment with Type Commander, Immediate Superior in Command, Naval Personnel Command or assignment on a naval unit that underwent a hull swap or homeport shift is strongly preferred

Responsibilities

  • Lead, mentor, develop, and supervise a team of MPT Coordinators by establishing team procedures, operating rhythms, managing workload prioritization, setting performance standards, conducting coaching and performance reviews, and training new hires as needed.
  • Develop, plan, and oversee both projected and ongoing DDG and LHA/LHD modernization support requirements to ensure alignment with program objectives and operational readiness.
  • Lead manpower analyses for each ship’s modernization efforts, including identifying billet impacts, NEC requirements, and qualification differences.
  • Review MPT Plans for availabilities to ensure technical and informational accuracy.
  • Oversee the development and maintenance of shipboard training databases, leveraging government‑provided wide‑area network software to track completed, scheduled, and planned training.
  • Oversee delivery of MPT and Crew Stabilization Plan (CSP) briefs to Commanding Officers and command leadership prior to availabilities. Briefs include the ship’s manning structure and billet profile (e.g., Activity Manning Document structure and allowances) and identification of manning impacts associated with modernization work.
  • Oversee management of integrated timelines and crew support requirements, including ship system testing timelines and shipboard personnel needs. Identify certification-related requirements and deconflict training schedules with certification events.
  • Provide oversight of coordinator efforts to secure acquisition and assignment of key replacement Sailors with NAVPERS and coordinate training requirements for new equipment installations and upgrades.
  • Manage MPT support execution through the team’s delivery of CSPs, weekly training reports, and monthly updates on replacement personnel.
  • Serve as liaison with Navy learning centers and contractor-provided training sites to coordinate crew training.
  • Forecast team travel costs and manage other direct costs.
  • Lead identification of Lessons Learned to standardize processes and drive process improvement. Incorporate customer feedback and program execution details to capture both positive and negative outcomes.
  • Develop and deliver Final Training Reports and briefs to NAVSEA PMS 339, documenting completion of training.
