About The Position

The Impact Manager will oversee day-to-day coordination of the StopScamsSF initiative, including managing cross-sector partnerships, aligning workflows between City agencies and external partners, supporting integration with financial counseling services, and ensuring consistent data tracking and reporting. The role will also include troubleshooting operational challenges, supporting communications and outreach efforts, and advancing strategic improvements to the initiative based on emerging trends and partner feedback. The Impact Manager (1823 Senior Administrative Analyst) will report to the Research Director and lead EJC’s work on fraud and scam prevention efforts, including serving as the project manager for the StopScamsSF initiative and bringing an innovative lens to build and improve the work of our team in this area. StopScamsSF is a bold new citywide campaign from the San Francisco Treasurer’s Office to stop fraud and scams from draining the resources of residents most targeted by these schemes—especially seniors, immigrants, and youth. The effort combines trusted civic communication, smart scam detection, multilingual education, and free support for victims. StopScamsSF will embed prevention into city websites and financial counseling sessions, launch a rapid alert network, and create a replicable playbook for other cities. By advancing policy changes to tackle fraud at its roots—and leveraging San Francisco’s civic infrastructure in partnership with community organizations, the campaign aims to protect public trust, safeguard residents’ savings, and strengthen financial security across San Francisco. This position will build on two decades of groundbreaking, applied policy work on issues such as fine and fee reform, socially responsible banking, children’s savings accounts, and barriers to financial inclusion. Under current policy, this position supports a hybrid remote work schedule. The incumbent will be required to work a minimum of four (4) days per week in the office.

Requirements

  • Possession of a Baccalaureate Degree from an accredited college or university; AND
  • Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series.
  • Note: One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

  • Strong project management skills. Organized and detail-oriented with excellent time-management skills and ability to follow through.
  • Experience with qualitative and/or quantitative research.
  • Experience tracking, managing, and analyzing data in Excel or other tools.

  • Strong analytical thinker.
  • Demonstrated experience planning new initiatives and convening diverse stakeholders to achieve a shared goal.
  • Demonstrated experience moving forward policy or programmatic initiatives and reforms.
  • Experience working in a government context is a plus.

Responsibilities

  • Provide project management and maintain momentum for EJC’s StopScamsSF initiative.
  • Maintain up-to-date research on best practices for scam prevention and response, with a particular focus on our priority audiences of seniors, youth, and immigrant communities.
  • Develop and implement a plan for ongoing monitoring and response.
  • Work closely with the Community Engagement Specialist to engage in community listening, support a community panel, and translate findings into action for our priority audiences.
  • Convene a table of partners (e.g. financial institutions, policy makers, law enforcement) to collaborate on systemic responses.
  • In partnership with stakeholders, formulate and pursue strategies for structural prevention of fraud and scams in San Francisco.
  • Coordinate with the Communications team on regular prevention messages via email, social media, and other outlets.
  • Work closely with the Research Director to collect and interpret data on StopScamsSF’s performance for assessment and to inform ongoing programmatic improvements.
  • Work with the EJC team to integrate lessons and best practices to respond to community needs and advance EJC’s body of work, which includes financial inclusion, financial counseling, asset building, and fine and fee reform.
  • In response to learnings from the community and studies of existing programs, identify areas for innovation. For instance, how might we adjust our programs to better address unmet needs and opportunities in the community? What new initiatives, resources, or partnerships would meet community needs in an effective, sustainable way?
  • This may include cultivating new partnerships, presenting about our work, coordinating with community partners for policy advocacy efforts, participating in coalitions, and keeping the team apprised of developments.
  • Prepare content to share information about StopScamsSF and other related projects, impacts, and new and existing resources with the community in a clear and accessible way.
  • Create resources to assist other cities with replication of effective StopScamsSF strategies.
  • Support development of materials for related economic justice topics as assigned.
  • Perform other related duties as assigned.
