This role provides professional services and technical assistance to Local Education Agencies (LEAs), State Operated Programs, Non-Public Schools, and the Exceptional Children (EC) Division, particularly during monitoring and improvement processes. The Office of Exceptional Children provides general supervision, professional learning, and technical assistance to all local education agencies, including charter schools, state operated programs, the innovative school district, lab schools, and other state agencies and approved private agencies that provide special education to children and youth classified as disabled. Approximately 14% of the students being educated in North Carolina are exceptional. All require specially designed instruction (SDI) to receive the full benefit of their education. Some also require related services like physical, occupational or speech therapy; assistive technology; or adapted classroom facilities or equipment. Most receive special education services in regular classroom settings; others receive instruction in resource classes. A small percentage of exceptional students receive educational services in separate classes within regular schools, in separate day or residential schools, and sometimes in hospitals or in their homes. It is the mission of the Exceptional Children Division to assure that all these students develop academically, mentally, physically, emotionally and vocationally through the provision of an appropriate individualized education in the least restrictive environment.
