About The Position

Under the supervision of the Program Manager, the Intellectual/Developmental Disabilities Supervisor is responsible for the day-to-day supervision and operation of the IDD team. This role ensures access to and authorization of services for individuals eligible for I/DD services, adherence to Oregon Administrative Rules, and provides oversight, training, and guidance to Services Coordinators. The supervisor also completes clinical documentation, ensures staff are educated on policy changes, understands the eXPRS payment system, and maintains training documentation. Additionally, the role involves responding to referrals, ensuring timely completion of assessments and intakes, coordinating residential placements, completing mandatory abuse reporting, and acting as a liaison between the agency and the community.

Requirements

Must meet OAR requirements for a CDDP supervisor
Must have knowledge of the public service system for developmental disabilities services in Oregon
Five years of experience with staff supervision OR Five years of experience in technical or professional level staff work related to developmental disabilities services
Knowledge of the public system for Developmental Disability Services in Oregon is required.
Must be familiar with Oregon Administrative Rules governing services to person with intellectual/developmental disabilities.
Must have a working knowledge of the public service system for intellectually or developmentally disabled adults and children in Oregon.
Experience working with developmentally disabled individuals and cultural awareness is required.
Must have demonstrated skills in developing cooperative and collaborative efforts with providers, families, advocates, and persons with developmental disabilities.
Must have interpersonal skills necessary to assist and advocate for program participants in group and individual settings.
Some weekly travel and specialized trainings out of area is required.
A valid driver’s license is required.
Qualified candidate must have excellent writing and computer skills.
Satisfactory criminal history check conducted through the Oregon Department of Human Services.

Nice To Haves

A bachelor’s degree or equivalent coursework in a field related to management or public administration, or a field related to developmental disabilities services may be substituted for up to three years of required experience.

Responsibilities

Support the Program Manager in daily supervision and oversight of the Jefferson County CDDP.
Ensure access to and authorization of services to individuals determined eligible for I/DD services.
Ensure adherence to Oregon Administrative Rules for each service element and the CDDP.
Provide oversight, training, and guidance to Services Coordinators.
Provide direct services coordination for I/DD program participants and families, to meet program needs, as well as coordination with partner agencies.
Review documentation to ensure compliance with ODDS standards and OARs.
Completes timely clinical documentation of services provided, reports, correspondence, and behavioral data to address the needs of a variety of agencies, including the Office of Developmental Disabilities Services (ODDS), Oregon Department of Humans Services, BestCare Treatment Services, and as required, by all applicable Oregon Administrative Rules and Oregon Revised Statutes.
Ensure staff is educated regarding policy and procedure changes by reviewing information from ODDS.
Understand eXPRS payment system sufficiently to troubleshoot issues including provider enrollment and status, eligibility, CPAs, POC, qualified encounter claims, and provider billing.
Ensure staff attendance at ODDS-mandated training.
Maintain training documentation for required certification and ODDS QA Team reviews.
Work with Program Manager to ensure written policies and procedures are up to date regarding operation and management of the program as new information is provided by ODDS.
Respond to referrals, and ensure timely completion of intakes, requests for determination, eligibility determinations, and entry into I/DD services.
Ensure timely and accurate completion of Oregon Needs Assessments (ONA).
Ensure appropriate residential placement of individuals through the Designated Referral Coordinator system, as requested by individuals and guardians.
Complete training and ensure mandatory abuse reporting for adults and children.
Conducts all work consistent with an appropriate professional code of ethics.
Acts independently in the community and promotes a positive image of Jefferson County, the Intellectual/Developmental Disabilities Program, and BestCare Treatment Services.
Protects confidentiality and client rights of all program participants of BestCare Treatment Services at all times according to policy and procedure.
Regular attendance is an essential function of this position.
Serve as liaison between the agency and community or other County personnel; provide high-level technical information and referral expertise and service relating to the program; make presentations to community groups and provide program training to staff, volunteers, etc.
Performs other duties as assigned that support the overall objective of the position.
