Job Summary: The I&C Specialist IV is responsible for utilizing and programing PLC control systems, SCADA Systems, and Human Machine Interface software to effectively design and implement instrumentation and control systems for water/wastewater projects. The I&C Specialist III utilizes AutoCAD to design and develop complex instrument control loops, instrument and electrical installation details, instrument location drawings, motor control schematics, conduit routing, and control panel design.

Requirements

• Bachelor’s degree in electrical engineering or related field required.
• Requires 15 years of I&C design and PLC and SCADA programming experience.
• Must have extensive experience with system networking, I&C Drawings (loops, cabinet layout/wiring) and P&ID drawings.
• Requires extensive experience with programming PLCs and HMIs, and knowledge of various PLCs and SCADA software.
• Extensive experience troubleshooting problems in operational situations.
• Working knowledge of Microsoft Word, Excel, and Outlook required.
• The ability to balance multiple work assignments on multiple projects at the same time is required.
• The ability to work alone but also effectively as part of a team is required.
• Requires process-oriented thinking with strong organizational and technical skills.
• Requires maintaining a level of precision and accuracy appropriate to the project demands.
• Requires excellent communication, and the ability to take and understand directives from Project Managers, Contractors, and Regulators.
• The ability to complete work consistently, with moderate flexibility to accommodate varying project demands is required.
• Candidates are required to have a valid driver's license and an acceptable motor vehicle and criminal record as determined by McKim & Creed.
• Candidates are required to pass a pre-employment drug screening.

Responsibilities

• Leads the project team to create an action plan for the development and project completion of assigned engineering projects, ensuring projects remain within a specified budget and schedule.
• Proposal Scope and Budget Definition
• SCADA Network Design
• SCADA Hardware and Software Evaluation and Selection
• Telemetry Design including Radio, Fiber Optic, and Cellular Networks
• PLC and RTU Programming
• SCADA System Programming (SCADA HMI and Operator Interfaces, etc)
• SCADA Historian Configuration
• SCADA Network Configuration
• Field Troubleshooting of SCADA Systems (Electrical Panels, Instrumentation, and analog signals)
• Participating in System Check-out and Commissioning
• Construction Oversight for Water and Wastewater facilities for new plants and upgrades on existing plants
• Specification development
• Interacts and works directly with clients, conducts preliminary evaluations, prepares various reports, produces detailed technical specifications and drawing packages, and prepares permit submittals for engineering projects.
• Balances multiple tasks on multiple projects.
• Understand project deadlines, budgets and deliverables.
• Coordinates with the project team regarding RFIs, submittals, contract modifications, and other changes to the project.
• Analyzes processes and systems to identify ways to improve efficiency, increase quality, and reduce costs.
• Collaborates with the Project Managers to identify and troubleshoot problems.
• Coordinates with other engineering departments when necessary.
• Participates in site visits, agency meetings, and municipal meetings as needed.
