About The Position

Responsible for developing and maintaining a compliance program that meets the requirements of the assigned North American Electric Reliability Corporation (NERC) and Critical Infrastructure Protection (CIP) Standards.

Requirements

  • This position requires the knowledge which would normally be acquired through a Bachelor’s Degree in Computer Science, Engineering, Engineering Technology, or a related field; or an equivalent combination of education and utility experience.
  • This position requires a minimum of three years of relevant experience.
  • Working knowledge of NERC CIP compliance standards.
  • Knowledge and experience with Information Technology Infrastructure support.
  • Must be assertive in a constructive manner, detail oriented, and have good leadership and solving skills.
  • Must be able to work within uncertain or tight timelines.
  • Be proficient in writing and have good public speaking skills.
  • Advanced Microsoft Word and Excel skills.
  • Undergo and pass the Personnel Risk Assessment background check requirements under the NERC CIP program.
  • Must have valid driver's license with an acceptable driving record.
  • Must be able to forge relationships across various departments that interface with Compliance Department.

Responsibilities

  • Responsible for verifying that the Lansing Board of Water and Light (BWL) meets all NERC CIP Compliance requirements.
  • Able to articulate the compliance requirements of the NERC CIP standards to the BWL staff and management.
  • Keep BWL management and staff informed of changes that are occurring in compliance regulations.
  • Participate in the development process for new or revised standards.
  • Develop and oversee the implementation of assigned compliance self-reports and mitigation plans.
  • Submit all required compliance self-certifications, data submittals, spot checks, and surveys as required by enforcement authorities.
  • Interface with regulators from Reliability First for Assist Visits, or Requests for Information, or other related exchanges.
  • Develop or assist in the development of training programs and the writing of procedures to maintain compliance.
  • Ensure that all compliance documentation is current and meets all assigned standard requirements.
  • Work with tracking programs to ensure that all requirements are current.
  • Analyze current Information Technology (IT), Operation Technology (OT), and Security Operations work instructions and ensure the business processes in use meet or exceed the NERC CIP standards.
  • Maintain BWL’s CIP-004 program.
  • Work in access control system to ensure access is granted and revoked properly.
  • Conduct quarterly access reviews to ensure compliance.
  • Create internal controls for CIP standards.
  • Perform annual evaluations of the BWL Internal Compliance Program, develop annual work plan, and maintain training programs as required by the Internal Compliance Program.
  • Foster a culture of compliance with areas involved with the CIP Program, and the organization as a whole.
  • Prepare and participate in compliance audits.
  • Prepare and participate in potential non-compliance assessments.
  • Provide evidence, testimony, documentation in support of settlement discussions and Hearing Proceedings.
  • Identify and prioritize areas of compliance requirements that must be monitored in order to ensure no lapse in compliance responsibilities occurs.
  • Review and monitor compliance work tasks that Subject Matter Experts must complete on a daily basis.
  • Draft business proposals to solicit business from outside vendors in development of the overall compliance program.
  • Required to follow BWL Safety Manual and wears personal protective equipment as required.
  • Attends training for safety awareness or skills improvement as required by BWL or governmental agency such as MIOSHA.
  • Predictable and reliable attendance.
  • Other duties as assigned by supervisor.
