NCDOT DMV is seeking a Business Analyst to operate within a product driven delivery model and contribute directly to defining, refining, and supporting product value delivery. The DMV Modernization Program is moving toward a product driven delivery environment, and this position plays a critical role in making that transition successful. This role operates within a product driven delivery model and contributes directly to defining, refining, and supporting product value delivery. The Business Analyst is not a traditional requirements gatherer but a clarity creator and alignment driver who ensures the teams are working on the right things, at the right time, in the right way. The ideal candidate thrives in ambiguity, creates order from complexity, and moves work forward by uncovering missing information, solving problems end to end, and translating business needs into well structured, testable features and requirements. This role partners closely with Product Owners, Workstream Leads, vendors, and IT teams to shape the product vision into actionable delivery. As the DMV transitions toward a product-oriented operating model over the next 18 months, this role will help build the foundation of effective delivery routines, cross-team integration, and vendor accountability that will enable long-term success. This role works closely with Product Owners, Program Leadership, SMEs, IT teams, and vendor partners to support effective product delivery and modernization outcomes.
