About The Position
This position is for an Onsite/Local TX Govt Healthcare BA with 15+ years of experience, focusing on Agile, SAFe, SharePoint, Copilot, and CHIP experience. The role involves coordinating with outside vendors, developing and reviewing project artifacts, consulting on system analysis and troubleshooting, managing project scope and testing, identifying and mitigating project risks, and performing analysis of HHS policies and procedures. The candidate will work on a major system modernization project for building a new Medicaid application, providing project and product oversight of Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. Responsibilities include supporting and providing oversight of documentation and delivery of application functionality, and assisting in creating processes and documentation to ensure a consistent understanding and approach aligned with agency direction for an integrated solution. The role requires a strong background as a Data Analyst and Business Analyst, with experience in requirements gathering, understanding technology, and project management being a plus. The ideal candidate will be experienced with business process reengineering and identifying new applications of technology to improve business effectiveness.
Requirements
- 8 or more years of experience
- Minimum 5 years of experience serving as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.)
- Strong experience as a Data Analyst in analyzing raw data
- Strong experience as a Business Analyst in requirements gathering
- Understanding of technology
- Experience with project management
- Experience with business process reengineering
- Experience with identifying new applications of technology to business problems to make business more effective
- Familiarity with industry standard business process mapping, and reengineering
- Experience preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Experience writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs
- Experience working on a major system modernization project for building a new Medicaid application
- Experience providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts
- Experience supporting and providing oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team
- Experience assisting in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution

Responsibilities
- Coordinate with outside vendors to complete projects and service requests; and define, assign, and evaluate their work
