About The Position

Master HVAC/R technician responsible for the supervision of shop personnel. Work includes daily prioritization and assignment of ongoing HVAC projects; routine, preventative, and emergency maintenance. Must create a 24-hour on-call standby roster among HVAC/R department while being available 24/7 to guide or assist standby personnel. Perform daily and weekly reviews of work orders to correctly document and update assets and hours charged to jobs. Oversee logistics for work projects to minimize downtime and maximize employee work hours. Perform quality control and performance checks of technicians’ work to ensure the highest quality of service to customers. Coordinate in-house demolition, replacement, renovation, and repair projects while coordinating with engineers and contractors to ensure quality control of projects. Assist in developing and designing HVAC/R related projects using blueprints and manufacturer’s specifications to create detailed plans, drawings, and bids for these projects. Coordinate work performed by outside contractors.

Requirements

  • High school graduation and 10 years of experience with HVAC/R related systems.
  • A minimum of 10 years of experience leading teams on multiple jobs or projects and 5 years of direct supervision experience.
  • A valid Texas Driver’s License is required.
  • Able to read and interpret controls, electrical drawings, blueprints, schematic diagrams, and plans for County building and renovation projects.
  • Knowledge and application of safety standards to prevent hazards and incidents.
  • Ability to organize and prioritize assignment of tasks and get completed.
  • Perform mathematical calculations.
  • Write work orders and daily logs.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationship with subordinates, coworkers, contractors, and the general public.

  • Must have knowledge of HVAC systems including, but not limited to: boilers; air and water-cooled chillers; pumps; cooling towers; fans; air handling units; variable air volume (VAV) terminal units; variable refrigerant flow (VRF) units; fan coil units; package rooftop units; split systems; walk-in/reach-in coolers; freezers; and ice machines.

Responsibilities

  • Establish and maintain preventative and routine maintenance programs for all HVAC/R equipment and systems in County facilities.
  • Oversee the adjustment, programming, and changing of computerized set points for optimum efficiency and occupant comfort.
  • Test, install, troubleshoot, service, repair, overhaul, and modify HVAC/R equipment, controls, and component parts in relation to primary and secondary comfort and critical cooling and heat distribution.
  • Supervise and train other technicians in the fundamentals and operation of the County’s HVAC/R systems including chillers, chilled/heating water systems, and computerized energy management systems.
  • Perform hydrodynamic and air balancing of HVAC/R systems as required.
  • Assist in the planning and inspection of major renovation and construction projects.
  • Evaluate, address, and correct personnel performance and behavior deficiencies.
  • Create training modules for technicians in an effort to provide direct on-the-job, hands-on training; budget for and schedule off-site training courses to provide continuing education opportunities and advance the department’s technical expertise.
  • Create annual Operations & Maintenance budget, as well as 5-year strategic Capital Improvement budget for HVAC/R needs, and provide to the Director of Facilities and Deputy Director.
  • Support the Safety Manager in creating, updating and implementing required safety protocols and standards for all personnel to ensure the safe performance of work in relation to comfort and heating, cooling, and domestic hot water generation.
  • Assess department needs and survey vendors to provide best price quotes to comply with the County’s purchasing policies.
  • Follow all applicable County policies.
