About The Position

The consultant will lead an independent evaluation of the British Red Cross Middle East Humanitarian Appeal response in Gaza and Lebanon. The evaluation will assess the effectiveness, relevance, coherence and impact of humanitarian interventions and produce independent, evidence-based findings and recommendations to inform future humanitarian programming and strategic decision-making. The consultant will propose and apply an appropriate evaluation methodology, working independently in complex operating environments and in collaboration with key stakeholders. The work covers Gaza across accessible governorates, with remote reach where physical access is prohibited, and Lebanon at national level, with reference to relevant operational areas. The assignment is expected to last approximately 16 weeks, ideally from December 2026 to March 2027. It is a short-term, self-employed consultancy, not a salaried staff position. The total budget is £60,000 inclusive of expenses, with a maximum of £500 per individual per day. Applications are welcome from UK-based and overseas contractors. The consultant will design and deliver the evaluation; develop methodologies, data collection tools and analytical approaches aligned with recognised humanitarian evaluation standards; review documents; consult stakeholders; conduct interviews and focus groups; analyse data; produce high-quality reports; facilitate validation workshops; and present recommendations to humanitarian stakeholders.
