About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This position has the on-going responsibility for monitoring, training, and providing or arranging technical assistance to the county child welfare program in region 7. It also involves providing Child Welfare Practice and Policy interpretation, guidance, and technical assistance to county Child Welfare staff, county leadership, and county directors. The role includes working with counties to improve their programs and directing the Continuous Quality Improvement (CQI) process, reviewing case records on and off-site, and reviewing data related to performance measures and other metrics. Building professional relationships to improve outcomes for adults, children, and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies is also a key aspect. Each Specialist will serve a region of 14-16 counties.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.
  • Experience supervising North Carolina child welfare programs, applying statutes, rules, policies, and best practices to provide guidance, consultation, and technical assistance to county child welfare staff.

Responsibilities

  • Monitoring, training, and providing or arranging technical assistance to the county child welfare program.
