The incumbent works in the Clinical Health Services Division within the scope of Agency protocols and State and Federal guidelines. This position is responsible for supporting the supervisor in managing the health program as well as helping with overseeing outreach efforts of the Mobile Medical Unit and Street Medicine programs and staff. As such, the incumbent is expected to perform functions requiring independent judgment. The incumbent will perform duties under the direction of the Public Health Services Manager B - SES. Human Services Program Analyst - SES: Leads the implementation of agency and funder policies and establishes operational procedures as needed on the Mobile Medical Unit and Street Medicine teams to carry out program activities, achieve goals and objectives, and resolve problems. Assists the program manager with monitoring Street Medicine engagement efforts, nursing, and provider visits to ensure quality measurements and other performance metrics are met. Assists the program manager with monitoring program customer service, efficiency, effectiveness on the Street Medicine and Mobile Medical Unit. Assists the program manager with monitoring clinic flow of the Mobile Medical Unit and Street Medicine and makes all required adjustments to maintain efficiency, the highest quality of care and appropriate documentation in the electronic health record. Assists the program manager with monitoring the capacity and demand of the Mobile Medical Unit and Street Medicine team and evaluates productivity. Works with supervisor in implementing a strategy to help meet client needs and ensuring clients are taken care of and services are met. Leads supervisory meetings with Mobile Medical Unit & Street Medicine teams Coordinates the implementation and evaluation of strategic initiatives for the Mobile Medical Unit and Street Medicine teams. Prepares and maintains clinic service areas, equipment, supplies and supporting inventories. Assists with reports, meetings and special projects as assigned. Provides excellent customer service and ensures staff do the same. Monitors daily clinic schedule and communicates with clinic staff to minimize the non-value time for the client waiting for services. Assesses needs and provides support to clinic areas as needed Mains client confidentiality in accordance with Florida statutes. Keeps updated on current resources to provide information to clients and funders as requested. Distributes agency, funder, and program information to staff and ensures implementation of new policies and procedures. Keeps supervisor, clinic team, funders, and partners informed as applicable. Uses multiple computer applications to perform duties and keeps technical skills current, including athenaOne, HMS, Frontrunner, and Appian. Participates in quality assurance and quality improvement activities, including medical record review, and attends in-service programs, supervision meetings, and staff meetings. Duties and responsibilities include but are not limited to: Communicates with recruits, hires, trains, motivates, evaluates, counsels, and disciplines Gides, motivates, and directs the performance of others; holds them accountable for their actions. Evaluates staff performance through observation, review of records, team meetings, and individual conferences Obtains input from staff, reinforces team building, and gives opportunity for expressing concerns Provides and/or coordinates ongoing training for staff Fosters the learning and development of others through coaching, managing performance, and mentoring in order to fulfill the current and future requirements of both individuals and the Health Department. Distributes program information to staff and ensures implementation of new procedures and policies Approves leave requests and coordinates leave schedule with other supervisory staff to ensure continuation of service delivery Monitors staff data entry for completion and quality management including EARS, timesheets, leave and attendance, incident reports, FMLA, & clinic statistics. Mains 24-hour availability for emergency duty and provides after-hours, weekend and holiday coverage as required.
