About The Position

The purpose of the Human Resource Analyst is to manage and support all aspects of the Labor Relations unit by ensuring compliance with policies, collective bargaining agreements, and employment laws, while providing expert guidance, handling grievances, reviewing disciplinary actions, developing personnel policies, and maintaining accurate records. This position is not a telework position and is required to report to the FDC office in the area it serves.

Requirements

  • Must have a minimum of 3 years’ experience in one or more of the areas such as Employee Relations; Labor Relations; Recruitment; Payroll; Leave and Attendance; Classification and Pay; Employee Benefits. A bachelor’s degree from an accredited college or university can substitute for one (1) year of the required experience, and a master's degree from an accredited college or university can substitute for two years of the required experience.
  • Investigative experience reviewing documents and/or evidence; investigating complaints; professional office experience preparing and tracking action letter documents and/or other similar correspondence.
  • Must have experience reviewing and processing information from multiple documents and various sources to prepare an official document.

Responsibilities

  • Provides support for key functions of the Labor Relations activities, including collective bargaining and grievance processing; reviews Step 1 documentation, processes Step 2 grievances, meets with union representatives, prepares drafts responses, coordinates responsive records and supporting documentation, and provide guidance on contract issues.
  • Researches and applies applicable relevant laws, personnel rules, and department policies to provide technical assistance to staff across the agency.
  • Provides coordination and administrative support for OHR programs and initiatives, including OHR Internship Program, policy and procedures, training activities, and other special projects.
  • Maintains program records and databases, prepares correspondence and reports, assists with union records requests, and utilizes People First, SharePoint, Excel, Word, and other Departmental information systems.
  • Complete other tasks as assigned to support Labor Relations and OHR functions.
