About The Position

This position performs highly responsible and advanced technical, analytical, evaluative, and liaison work for the planning and development of human service programs, policies, and systems on a statewide basis. The role involves developing detailed procedural or operational manuals in an electronic environment, assisting in the planning, organizing, and development of human service policy and systems, and conducting independent research regarding the feasibility of proposed new programs, policies, procedures, and systems to ensure compliance with state and federal laws and regulations. The position is assigned to the Office of Child Care and will support the work of HPSS staff as well as administrative and clerical staff within the Office of Child Care Licensing unit. This position requires travel throughout the state and a solid understanding of Family Child Care Home and Child Care Center and School Age Program regulations. Primary duties include supporting the implementation, monitoring, and managing of licensing-related data in the Rhode Island Starts Early System (RISES), supporting the onboarding of new staff, completing various types of child care monitoring visits, assisting administrative staff in developing standard operating procedures, and gathering and analyzing data related to child care licensing to support data-informed decisions, including an understanding of current national best practice standards related to monitoring health and safety within all child care provider types. The individual hired will be working at an E-Verify site and must have their employment eligibility validated through E-Verify.

Requirements

  • A working knowledge of the methods and techniques involved in the collection and organization of social and economic data used in the planning and development of child care programs, policies and systems.
  • The ability to make technical studies and surveys and to analyze and evaluate said data and make policy and system recommendations.
  • The ability to understand and use electronic file maintenance.
  • Effective working relations with federal, state and community officials as well as the general public.
  • Graduation from a college of recognized standing.
  • Employment in a responsible technical capacity in human service programs with experience in the childcare field.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Solid understanding of both Family Child Care Home and Child Care Center and School Age Program regulations.
  • Understanding of current national best practice standards related to monitoring health and safety within all child care provider types.
  • Employment eligibility validated through E-Verify.

  • May supervise the work of clerical personnel assigned.
  • Assist a supervisor in acclimating new employees to the job duties, managing unit assignments and completion of work.
  • Provide mentorship for new staff as needed, and review cases of Human Services Policy and Systems Specialists.

Responsibilities

  • Support the implementation, monitoring and managing of licensing related data collected in the Rhode Island Starts Early System (RISES).
  • Support the onboarding of new staff to the role of Human Services Policy and System Specialists.
  • Complete various types of child care monitoring visits as assigned including but not limited to probationary, provisional, complaint and renewal visits.
  • Assist Administrative staff in the development and documentation of standard operating procedures within the Office of Child Care Licensing.
  • Gather and analyze data related to child care licensing to support the unit in making data informed decisions.
  • Other duties as assigned.
