About The Position

This role sits at the intersection of program operations, compliance, technology systems, payment oversight, and staff leadership within a statewide human services environment. The work is fast-paced, detail-oriented, and highly collaborative. Success in this position requires balancing policy interpretation, systems troubleshooting, operational leadership, and relationship management across multiple agencies and stakeholder groups.

Requirements

  • 72 months of experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field; 12 months of experience in delivery of human services in a governmental, community, or private human support services agency.
  • OR completion of undergraduate core program in social or behavioral science; 48 months of experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field; 12 months of experience in delivery of human services in a governmental, community, or private human support services agency.
  • OR completion of graduate core program in social or behavioral science; 36 months of experience in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field; 12 months of experience in delivery of human services in a governmental, community, or private human support services agency.
  • OR 12 months of experience as Human Services Developer, 69463.
  • OR equivalent of Minimum Class Qualifications For Employment noted above.
  • Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.

Responsibilities

  • Serve as a key operational expert for systems that support statewide child care and family support programs.
  • Coordinate with IT, DAS, vendors, and program staff.
  • Help counties and users apply policies consistently.
  • Ensure systems align with federal and state regulations.
  • Monitor payment accuracy and operational performance.
  • Translate operational problems into actionable system solutions.
  • Assign and prioritize staff workloads.
  • Coach employees through difficult operational issues.
  • Conduct evaluations and performance discussions.
  • Support employee development.
  • Address attendance, productivity, and performance concerns.
  • Build accountability while maintaining morale.
  • Review operational procedures for compliance risks.
  • Maintain documentation for audits.
  • Ensure policies are implemented consistently statewide.
  • Identify gaps in processes or reporting.
  • Recommend policy or workflow improvements.
  • Interact with county agencies, state leadership, IT professionals, vendors, child care providers, government officials, internal operations teams.
