About The Position

This position serves as a Human Services Evaluator III within the Nash County Department of Social Services. The primary purpose is to provide staff assistance and consultation in evaluating child welfare programs. This involves identifying and/or designing data collection methods, using analytical techniques to prepare reports, conducting training, and performing quality assurance analysis and case reviews to ensure compliance with federal, state, and agency policies. The role includes reviewing records, conducting service audits, analyzing cases, compiling data, developing agency-wide reports, and implementing standardized work methods to improve work performance and outcomes for the population served. The position was reclassified from Staff Development Specialist I to Human Services Evaluator III to reflect a more thorough approach to data analysis and performance improvement.

Requirements

  • Child Welfare experience required.
  • Working knowledge of each Child Welfare program (Foster Care, Adoptions, CPS Investigations, CPS In-Home Services, Family Support Services) is necessary to properly review cases.
  • Knowledge of quality assurance program practices, tools, and techniques.
  • Knowledge of the methods and principles of programs, training, and administration.
  • Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, groupwork, and community problems.
  • Considerable knowledge of the methods and techniques of social research and evaluation processes of programs under study and the ability to apply statistics concepts for evaluation of programs.
  • Considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory.
  • Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program.
  • Ability to interact with other employees, customers and partners in an effective manner, with professionalism and cultural competency.
  • Ability to work effectively and efficiently as a team contributor including interacting and communicating clearly and effectively both orally and in writing.
  • Ability to concentrate and perform inspections with great attention to detail.
  • Ability to analyze and comprehend a variety of technical and administrative regulation, records, and reports.

  • NC Child Welfare Pre-Service Training (License or Certification Required by Statute or Regulation).

Nice To Haves

  • Master's degree in the field of psychology, sociology, or social work and two years of experience Foster Care, Adoptions and Child Protective Services; or graduation from a four-year college or university with a degree in one of the above fields of study and four years of experience in Foster Care, Adoptions and Child Protective Services; or an equivalent combination of education and experience.

Responsibilities

  • Provide staff assistance and consultation in evaluating child welfare programs.
  • Identify and/or design data collection methods and use analytical techniques to prepare reports.
  • Conduct training and use quality assurance analysis and case reviews to assure compliance with federal, state, and agency policies.
  • Review records and conduct service audits.
  • Analyze cases, compile individual and team data, and develop agency-wide reports.
  • Implement standardized work methods to improve work performance and outcomes.
  • Perform internal quality assurance activities to ensure program outcomes are met.
  • Monitor performance using case reviews to evaluate adherence to State and Agency policy guidelines and assess the quality of work performed by case managers.
  • Conduct a quality assurance review of a representative sample of cases in Child Welfare programs on a monthly basis using state monitoring tools.
  • Provide technical assistance and consultation to management and staff on the interpretation and application of federal and state law, policy, and mandates.
  • Analyze data from evaluation tools, data warehouse, NCFAST, and other State systems.
  • Prepare data for reports and presentations.
  • Assist in the formulation of recommendations based on analysis and determine other program areas where results could be applied.
  • Develop regular training and onboarding for Child Welfare staff.
  • Complete targeted training based on errors found from quality assurance file reviews, updated program policy, and NC Fast usage.
  • Identify trends across casework and collaborate with supervisors and consultants to incorporate ongoing policy changes in training.
  • Serve as the agency liaison with external reviewers/auditors.
  • Complete Continuous Quality Improvement (CQI) processes.
  • Complete monthly reports on cases reviewed.
  • Participate in Quality Assurance meetings within the agency and State.
  • Report problematic findings, errors, and recommendations for improved practice to the unit supervisor.
  • Perform other duties as assigned.
  • Work during public emergencies as an emergency essential position.
