About The Position

A Non-Merit vacancy exists in the Bureau of Community Health Services, Cancer Program, Department of Health and Human Services. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. All interested candidates must apply at this time. Requirements

  • Graduation from an accredited college or university with an associate of arts degree in a social or behavioral science.
  • Ability to speak Spanish fluently.
  • Proficient in english and at least one other language to assist LEP clients.
  • Basic knowledge of interviewing techniques.
  • Ability to obtain information from clients and to compile information into case records.
  • Knowledge of customer services skills.
  • Knowledge of principles of client navigation, linkage to care and community engagement.
  • Skill in performing simple mathematical calculations such as addition, subtraction, multiplication, and division.
  • Writing skills necessary to complete simple application forms and reports.
  • Ability to communicate orally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand Federal, State, and local regulations, program policies and procedures so as to apply them to specific client situations.
  • Ability to maintain detailed and accurate records and to prepare summary reports.
  • Ability to use a computer to enter, update, or retrieve information.
  • Ability to maintain client confidentiality.
  • Ability to work with diverse populations.
  • Knowledge of Federal, State, and local regulations, policies, and procedures relating to assigned programs.
  • Knowledge of community services and other agency programs for referral.
  • Knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties.
  • Skill in obtaining information from clients and applying program requirements to determine eligibility.
  • Skill in providing client navigation, linkage to care and community resources and client engagement.
  • Skill in computing amounts of grants.
  • Skill in maintaining accurate records and preparing summary reports.
  • Ability to assist human services professionals with case management.
  • Ability to perform basic assessment of client needs for referral purposes.
  • Ability to recognize clients in crisis and take appropriate action.
  • Ability to provide outreach, education and client engagement services.
  • Ability to provide client related services in a culturally competent manner.
  • Valid driver's license and reliable transportation.

Nice To Haves

  • Experience in individual, group, or family counseling or in intake and referral work may be substituted on a year-for-year basis up to a maximum of two years for the required education.

Responsibilities

  • Provides interpretation services to clients either in person or on phone.
  • Ensures non-native speaking clients understand program requirements and eligibility.
  • Assists other Program staff with client communication as needed.
  • Interviews clients and reviews applications and other forms to determine eligibility for financial aid or other health related services according to established guidelines.
  • Explains Program policies and procedures to clients.
  • Assists clients and others in obtaining supportive documentation as required and contacts other agencies to verify information.
  • Assists in placing clients into other programs.
  • Assists in providing client navigation and linkage to care.
  • Assists in providing outreach and community engagement services.
  • Computes dollar amounts of grants for clients based on established guidelines.
  • Initiates procedures to grant, modify, deny or terminate clients' participation in program.
  • Regularly reviews clients' activities with professionals in program.
  • Maintains detailed records of cases and assembles these into periodic reports.
  • Assists walk-in limited english proficient (LEP) clients and answers telephone inquiries.
  • Assists with telephonic public inquiries related to health-related preventative and diagnostic services.
  • Assists with paper or in person interpretation when necessary.
  • Provides guidance to clients regarding community resources and public benefits.
  • Performs other related duties as assigned.
