About The Position

The Division of Application and Development Support (DADS) is responsible for the implementation, development, testing, and maintenance of multiple complex systems supporting the Commonwealth. Some systems are built and maintained in-house, while others are vendor-contracted, with the group providing IT oversight for systems supporting the Medicaid Enterprise Solution. All projects and programs involve assigned Project Managers (PMs) engaged from initiation through maintenance and operations. Additionally, an internal testing team oversees the complete testing lifecycle for many systems. Staff provide technical oversight to multiple agencies across the commonwealth and security compliance for all in-house and vendor-supported systems. Positions within this division include Administrative, Architect, Security, Developer, Scrum Master, Project Manager, Business Analyst, Tester, Branch Manager, Supervisor, and supportive staff roles. DADS currently has 72 staff members with a total of 628 years of service to the commonwealth, averaging 8.7 years per person, demonstrating the longevity of this dedicated group.

Responsibilities

  • Direct the activities of the Division of Application Development and Support (DADS) within the Office of Technology Services.
  • Responsible for management of all personnel, fiscal, policy and procedures within the Division.
  • Provide general direction for managers within the division.
  • Plan, monitor and approve expenditures of funds allocated to the division.
  • Oversee the development and review of major project plans for technology initiatives.
  • Develop and implement technology policy with the Cabinet.
  • Perform other duties as assigned.
