About The Position

This Human Services Analyst II position is within the Center on Homelessness in San Mateo County, focusing on ending homelessness. The role involves administering contracts with community-based organizations that provide homeless prevention, shelters, outreach, and rapid rehousing services. The position also manages state and federal grants, collaborates on initiatives to end homelessness, and provides analytical and administrative support. The current vacancy is on the Grants and Contracts team, with a focus on contract development, monitoring, funding tracking, grant planning, and administration.

Requirements

  • Two years of experience performing journey level administrative and analytical duties in a human services or related agency
  • Knowledge of principles and practices of public administration
  • Knowledge of principles and practices of the specific program area to which assigned
  • Knowledge of principles and practices of contract development, negotiation and monitoring
  • Knowledge of principles, practices and techniques of administrative and programmatic research and analysis
  • Knowledge of applicable federal, state and local laws, rules and regulations and County and program policies and guidelines
  • Knowledge of computer applications related to the work and office administrative practices and procedures, including records management and the operation of standard office equipment
  • Ability to develop and evaluate proposals and negotiate contracts and agreements
  • Ability to develop, monitor and analyze budgets and program performance
  • Ability to plan, coordinate and implement administrative and programmatic research and analysis
  • Ability to analyze, interpret and apply various regulations and requirements
  • Ability to train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors
  • Ability to plan, coordinate and conduct special events and projects
  • Ability to establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others
  • Ability to communicate effectively, both orally and in writing
  • Ability to compile and analyze data, draw sound conclusions and prepare and present effective reports
  • Ability to exercise sound independent judgment within general policy and regulatory guidelines

  • Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint)

Nice To Haves

  • Bachelor's degree in a social service, public health, policy public administration or related field is strongly preferred
  • Master's degree preferred
  • Understanding of the landscape of safety net programs, homeless prevention services, and homeless services is preferred
