DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space. Under direction, the Medicaid Health Systems & CCWIS Customer Support Manager provides leadership, prioritization, and day-to-day management of the Medicaid Health Systems Specialist and Business Analyst functions supporting the Comprehensive Child Welfare Information System (CCWIS) and other child-serving systems within the Ohio Department of Children and Youth (DCY) Information Technology Division. This position ensures cohesive delivery of business, technical, operational, security, and stakeholder engagement activities related to Medicaid integrations, child welfare applications, and cross-agency child-serving systems. The role serves as a key liaison among agency leadership, technical teams, county agencies, vendors, and state and federal partners to support secure, compliant, and effective system operations and enhancements. The incumbent supervises assigned staff and oversees governance, compliance, training coordination, access management, audit readiness, stakeholder engagement, and project execution activities to support statewide child-serving program operations.

Requirements

  • 72 mos. exp. in researching, developing or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.
  • Or completion of undergraduate core program in social or behavioral science; 48 mos. exp. in researching, developing or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.
  • Or completion of graduate core program in social or behavioral science; 36 mos. exp. in researching, developing, or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.

Responsibilities

  • Program Leadership & Operational Oversight: Provides leadership and day-to-day management of Medicaid Health Systems Specialists and Business Analysts supporting CCWIS automated functions and related child-serving systems. Coordinates work priorities and ensures alignment of operational activities with agency objectives, product roadmaps, and project timelines. Oversees monitoring, evaluation, and reporting activities associated with system operations and compliance requirements. Reviews analyses of federal and state regulations to assess impact on system requirements, business processes, and operational procedures. Oversees help desk escalations and resolution activities related to child-serving program applications and integrations. Ensures documentation quality, consistency, and audit readiness for system designs, test scripts, user guides, training materials, and operational procedures. Oversees training environments, knowledge bases, online help documentation, and user support resources to ensure end users have the tools necessary to effectively utilize agency systems.
  • Stakeholder Engagement & Governance: Leads governance structures including workgroups, committees, county/provider engagement sessions, and stakeholder forums. Maintains regular communication and engagement with internal and external stakeholders including management, staff, county agencies, vendors, and partner organizations. Coordinates interagency collaboration with organizations such as: Ohio Department of Medicaid (ODM), Ohio Department of Youth Services (DYS), and Title IV-E partners Serves as agency representative for sub-projects and initiatives in public forums, committees, user groups, workshops, and conferences. Develops and delivers presentations, trainings, and educational materials for stakeholders and end users. Publishes governance decisions, dispositions, and operational updates.
  • Security, Compliance & Access Management: Oversees the design, implementation, and management of security protocols and access controls within child-serving program applications. Coordinates with the Chief Information Security Officer (CISO), IT security staff, and business units to define security requirements and maintain secure systems. Ensures appropriate safeguards are implemented to protect sensitive and confidential information. Monitors access management activities across platforms and applications. Oversees user reconciliation processes and security/access audits. Ensures compliance with applicable federal, state, and agency security standards, regulations, and audit requirements. Identifies and evaluates operational and project risks and recommends mitigation strategies.
  • Staff Supervision & Development: Supervises assigned staff and provides direction, coaching, and performance management. Assigns and reviews work to ensure quality and timely completion. Participates in hiring activities and makes recommendations for employment decisions. Establishes employee performance goals and conducts evaluations. Approves or disapproves leave requests and monitors attendance. Recommends disciplinary actions when appropriate. Conducts staff meetings and promotes professional development and continuous learning.
  • Additional Duties: Participates in staff meetings, trainings, workshops, and conferences. Travels as required for meetings, trainings, conferences, and stakeholder engagement activities. Maintains logs, records, files, reports, and correspondence. Performs other related duties as assigned.
